<br />hearing. Mayor Anqerson replied that a motion puts the Council on record approv-
<br />ing the concept presented and will not subject that to further debate.

<br />Mr. Ragozzino asked the Council's thoughts with regard to timing for an election
<br />on a bond issue for the project. Mayor Anderson said Council members feel it
<br />is better to wait the outcome of the vote on the County income tax proposal be-,
<br />fore scheduling another revenue measure. He said they will proceed as soon as
<br />possible after the May 23 primary.

<br />In answer to Mr. Sprague's question, Mayor Anderson said the Council has approved
<br />the concept only of the auditorium/convention center, and that when the architect
<br />bring back design studies, then will be the time. t9 suggest changes or addi tions.,

<br />Mike Sprague, 231 East 12th Avenue, asked cansideratian far arganizatians which cannat find
<br />lacatians far their services because af lack af maney. He also. expressed the apinian that
<br />lacal artists shauld be given the appartunity af praviding decarative featuresaf the audi-
<br />'tarium, and that the restaurant wauld be a "business man's" place, nat far all the peaple.
<br />He suggested the camplex shauld have rent-free space available far meetingsaf bath small
<br />and large graups and that the restaurant be eliminated altagether ar aperated an a law-
<br />price structure. Mr. Sprague cammented favarably on the prapased bicycle rautes and parking.

<br />B. Skinner's Butte Beautification - Gary Hedden, speaking for an Environmental Pro-
<br />jects group, showed slides of the top of Skinner's I!utte and suggested several
<br />ways in which the area could, be made more attractive. He asked the Council to go
<br />on record in support of some long-range development for the ,top of, the Butte,
<br />perhaps over a ten-year period, and to include $5,000 in the City budget to make a
<br />start on projects such as irrigation, landscaping, tree planting. He said the
<br />group he represents is a volunteer citizens group which is willing to participate.
<br />They suggest general clean up of the area, ,re~oval of the "0" and "E" installa-
<br />tions, removal of the old reservoir, landscaping, tree planting or at least irri-
<br />gation on the south slope, relocation of the road,s, removal of the police radio
<br />antenna, and sprucing up of the observation area.
