<br />Mrs. Campbell moved seconded by Mrs. Beal, to direct th,e Planning staff to make a <br />feasibility study on the equal treatment in the area between the.Willamette River <br />and 13th Avenue from Lincoln to Champers and to work in co-operation with the <br />Mayor's Social Goals COmrrUttee. <br /> <br />. <br /> <br />Mr. Murray suggested the motion contain a deadline for completion of the study. <br /> <br />Manager said more information is necessary in order to set a deadline. Councilman <br />Williams said there are a n~er of Joint Housing Committee recommendations for <br />research projects ant;icipated and it is important to consider priorities before a <br />decision is made 'on which is to be funded. It was understood this motion is to <br />direct the staff to make preliminary review and recommend an outline for imple- <br />mentatio~ of a program. . ' <br /> <br />Michael Sprague commented favorably on the proposal wi th regard to including the <br />neighborhood to the north and including citizens of the neighborhoods in the <br />planning stage. <br /> <br />Vote was taken on the motion as stated, and motion carried unanimously. <br /> <br />Comm <br />Approve <br />513172 <br /> <br />Mayor Anderson expressed appreciation to the subcommittee for its presentation and <br />to Mrs: Hayward for her, work as chairman of the Social Goals Committee. <br /> <br />. <br /> <br />F. Antidisc:dmination Affidavit re: Liquor License Applicants - Human Rights Commis- <br />sion recommended adoption of a resolution which would require filing of an affidavit <br />by applicants for liquor licenses within the City before the Council would recommend <br />approval of the license. The affidavit states the applicant has no membership re- <br />quirement or employment practice based on racial discrimination. <br /> <br />Robert' Edwards, 'chairman of the Commission, explained that the recommendation asks <br />for provision of maximum equal opportunity to all citizens as guaranteed by the <br />present ordinance. He said there are minority problems concerning service and em- <br />ployment for minority people in social clubs and that the affidavit would be a <br />positive step,to~ard making the needed changes. He referred to the recently created <br />Governor~s Human Rights Commission which was directed to work on minority problems <br />in the area of social clubs. The Council was asked to direct the committee ap- . <br />pointed to review the Eugene Black Community Survey to work with the Commission's, <br />subcommittee on, private clubs in reviewing the affidavit proposal. <br /> <br />Mrs. Campbell asked whether the Commission is including the County in its request <br />with the idea that simultaneous work will avoid duplication of effort later. <br />Mr. Edwards said that is outside the Commission's jurisdictirn.but there are other. <br />groups who will work with the County. He said if the Commission is so directed, <br />they would be willing to do that. <br /> <br />. <br /> <br />Mrs. Beal questioned the exclusion of sex from the affidavit. Mr. Edwards said the <br />Commission feels it would be better to work on the racial aspects first because <br />of bylaw requirements of most private clubs. They feel it would be easier to con- <br />sider one thing at a time. <br /> <br />Mr. Mohr moved seconded by Mr,' Bra~shaw to refer the item to the subcommittee ap- <br />pointed for review of the Bl~ck Community Survey. <br /> <br />Mr., Williams, chairman of the subcommitt;ee, said the policy might well be broadened <br />to include other areas of discrimination. Mrs. Beal suggested, amendment of the " <br />affidavit to include".. . and sex...." Mr. Teague suggested staff review of the re- <br />quest. Manager said it is assumed if the matter is referred to the committee staff <br />will have the opportuni ty to provide its thinking prior to submission of a report <br />to . the Counci-l. <br /> <br />Mr. Teague\) asked if the staff input would be slJch that those people r~quired to <br />file affidavits under the proposal will have .achance to appear. Manager said .be- <br />fore action is, taken by the Council there will be public hearing.
