MiLlrace Easements - Councilman Bradshaw asked if a public hearing procedure ,..' <br />could be used when applications are made for building permi ts or fill;. <br />started along the Millrace, this in order to protect the Race.Publiq Wqrk~ <br />Director said his department is working with the Millrace Committee in trying <br />to secure easements along the stream, primarily on the lower: portion, which <br />would give the City rights in that aJ;'ea. Appointment, Fire Chief -- Manager introduced Everett G. Hall, appointed Fire <br />Chief to replace E. L. Smith, retired. Chief Hall has been with the depart- <br />ment for 25 years, and a battalion chief since 1958. <br /> <br />N. Report, civil Service - Manager said it is hoped a report on the charges put <br />forth by Fire Fighters Local 851 on t.he status ofcivJ.l service in Eugene <br />will be ready to distribute to the Council soon. <br /> <br />Councilman Mohr asked if authorization was needed for response to the subpoena received <br />by Council members in suit filed by Frank Jackson, president of Fire Fighters Loc~l 851. <br />Manager said normally the City Attorney responds, unless otherwise directed, and he will <br />represent Council members unless other representation is desired. Joint Meeting with Planning COmnUssion - It was agreed to schedule a,meeting <br />with the Plalfning Corrunission on Monday, May 15, 1972, at noon, for discussion <br />of zoning matters upon which the Council has disagreed with the Corrunission's <br />recommendations. <br /> <br />P. Social 'Goals Committee Report - Copies of a report entitled "Neighborhood <br />Quality Project" prepared by the Mayor's Social Goals corrunittee Equal Treatment <br />Task Force were distributed.to Council members for study prior to presentation <br />at the May 3, 1972 committee meet~ng. It ,was agreed tq start at 11:00 a.m~ for <br />that meeting in order to d~scuss both the Social Goals report and a downtown <br />free parking proposal. <br /> <br />Q. Distribution <br />1. Human Rights Commission Report on Employment Practices and Affirmative <br />Action Program - After review the Council will be asked to adopt a resolu- <br />tion supporting and affirming the program. <br /> <br />2.
