Councilman Mohr suggested the revocable permit process would automatically permit review 'of the program, but it was noted that that review is administrative. Councilman Willia~ ,said it should be clearly understood that location of any facilities will be so as not to interfere with traffic flow. Vote was taken on the rrotion as stated, and motion carried unc;mima'usly. I. Council Hearing Procedure - Mr. Mohr inquired about the statuts of review of Council hearing procedure., He was informed that, a review has' been completed of requir~d procedures, and that a report will be prepared in the near future. J. Airport Tax - Mrs. Campbell inquired about legislation allowing a "per person" tax at the airport, the funds to be used for improvement of airport facilities. Manager said it would be checked. K. MiLlrace Easements - Councilman Bradshaw asked if a public hearing procedure ,..' could be used when applications are made for building permi ts or fill;. started along the Millrace, this in order to protect the Race.Publiq Wqrk~ Director said his department is working with the Millrace Committee in trying to secure easements along the stream, primarily on the lower: portion, which would give the City rights in that aJ;'ea. He said a report will be brought to the Council on the project. L. Budget Meetings - In answer to question from Mrs. Beal, Assistant City ManageJ;' said budget meetings will begin on Tuesday, May 9, 1972, 7:30 p.m., in the McNutt Room. M. Appointment, Fire Chief -- Manager introduced Everett G. Hall, appointed Fire Chief to replace E. L. Smith, retired. Chief Hall has been with the depart- ment for 25 years, and a battalion chief since 1958. N. Report, civil Service - Manager said it is hoped a report on the charges put forth by Fire Fighters Local 851 on t.he status ofcivJ.l service in Eugene will be ready to distribute to the Council soon. Councilman Mohr asked if authorization was needed for response to the subpoena received by Council members in suit filed by Frank Jackson, president of Fire Fighters Loc~l 851. Manager said normally the City Attorney responds, unless otherwise directed, and he will represent Council members unless other representation is desired. ' O. Joint Meeting with Planning COmnUssion - It was agreed to schedule a,meeting with the Plalfning Corrunission on Monday, May 15, 1972, at noon, for discussion of zoning matters upon which the Council has disagreed with the Corrunission's recommendations. P. Social 'Goals Committee Report - Copies of a report entitled "Neighborhood Quality Project" prepared by the Mayor's Social Goals corrunittee Equal Treatment Task Force were distributed.to Council members for study prior to presentation at the May 3, 1972 committee meet~ng. It ,was agreed tq start at 11:00 a.m~ for that meeting in order to d~scuss both the Social Goals report and a downtown free parking proposal. Q. Distribution 1. Human Rights Commission Report on Employment Practices and Affirmative Action Program - After review the Council will be asked to adopt a resolu- tion supporting and affirming the program. 2. Memorandum re: Civil Service Status for Fire Fighters and Police (May 2,1972)- If CoUncil feels this item merits further discussion, it will be scheduled at Council's request. 3. Police Department Annual Report Mr. Mohr moved seconded by Mrs. Beal.that Items A through Q, with amendments shown, be approved and filed as noted. Rollcall vote. III - YMCA Rezoning East Side Council Bill No. 9634 - Patterson North of 23rd , , Rezoning to R-G SR area on east side of Patterson Street between YMCA parking lot and 23rd Avenue, submitted and read the first time on April 24, 1972, held for second reading lacking unanimous consent of the Council"now,brought back for consideration. .
