(Property owner okayed bid June 19, 1972.) <br /> <br />On Poplar Park project estimated additional cost of $1.31 per front foot will be incurred <br />for storm sewer. <br /> <br />The Department recommended holding until the June 12,l972 Council meeting award of bids on <br />paving streets in 11th Addition Edgewood Estates and in Loma Vista Park Subdivision, as well <br />as sewer construction in both developments. Director said since only one bid was received on <br />each of the sewer p~ojects, they would be rebid and the paving bids ,held until the new bids <br />are aw arde d. <br /> <br />Director noted that owners of property affected by the project between 3rd and 4th from Mill <br />to the east were contacted, and the majority favor accepting the low bid submitted although <br />it is considerably higher than the engineers' estimate. <br /> <br />Also noted that bids are listed for sewer on Baxter Street held from last November. <br /> <br />The Department recommended award of contract to low bidders on all projects other than those <br />to be held or rebid. " '- <br /> <br />Mr. Mohr moved seconded by Mrs. Beal to award contracts to the low bidders on the <br />projects as recommended; hold Items 3 and 6; and rebid Items 11 and 13. <br /> <br />A letter of protest on paving streets in Loma Vista Park from Hugh Gobler was noted and a map <br />displayed to show Council members his ownership. <br /> <br />Rollcall vote was taken on the motion as stated, and motion carried 'unanimously. <br /> <br />II - <br /> <br />ITEMS CONSIDERED WITH ONE MOTION <br />Previously discussed at'comnUttee meeting May 17,1972 (Present: Mayor Anderson; <br />Councilmen Beal,' Hershner, Campbell, and Bradshaw). Those minutes appear below <br />printed in italics. <br /> <br />A. Affirmative Action Program - As the result of twoJtudies concerning employment <br />practices of the City with regard to minorities and women, copies of which <br />were previously distributed to Council members, the Human Rights Commission <br />recommended an Affirmati ve Action Program and requested the Council to adopt <br />a resolution endorsing the recommendation. A letter was read from Bobbie Ed- <br />wards, chairman of the Human Rights. Commission, urging the Council to support <br />the efforts of the Commission and City staff to improve employment opportunity <br />for all members of the Ci ty' s work force regardless of sex or race. The recom- <br />mended action program was also read. <br /> <br />Man,ager said t~e City administration concurs with the recommendations in the <br />statement of action and has implemented those possible. He commended members <br />of the Human Rights Commission; Theo Allen, chairman of the commission subcom- <br />mittee; Mr. Edwards; and Lew Peters of the Man?ger's staff, for their efforts <br />in behalf of problems of the minority groups. <br /> <br />Mr. Edwards said the Action Program is a positive step and will serve as an <br />example to other communities. ' He said he feels Eugene is well ahead of most <br />cities in trying to resolve problems before they become too great. <br /> <br />Mrs. Beal expressed pleasure in the presentation of ' the Action Program, com- <br />menting on the two years work spent since the subject of City employment prac- <br />tices was first brought to the Council. She said she was delighted that regula- <br />tions have been drawn and that the Ci ty administration intends to follow through, <br />saying rules mean nothing unless there is real, honest, and honorable determina- <br />tion on the part of those responsible to enforce them in the spirit in which they <br />were intended.
