Couilcilinan Teague questioned the cost quoted (figured at about $24 per square
foot) . Mr. Lutes said that compares to present-day costs for a building con-
structed in a manner consistent with keeping maintenance cost at a minimum.
He said over the last 16 years construction costs have gone from less than
. $10 to more than $22 per square foot.
Mrs. Campbell inquired abOut the location of the center in relation to the Amazon
swimming pool. Parks Director said activity areas were taken into 'consideration
in locating the center, also development of parking area to avoid further con-
gestion. Mrs. Campbell asked whe.ther an ice skating rink is included in future
plans. Parks Director replied that that type of recreational facility is regional
in nature and would be more suitably located in Alton Baker Park, utilizing park-
ing in existence around Autzen Stadium.
Mr. Williams also expressed curiosity about the construction cost and asked
whether sketches of the inside of the buildings are available. Mr. Lutes offered
to send him enlarged~p1ans which he said would give a good idea of the inside.
Parks Director commented on the rise in mechanical and labor costs and the tre-
mendous increase in costs on other centers recently developed. He said alterna-
tives have been built into this plan to get as much as possible for the money
spent.
Councilman Mohr noted that the plan presented reflects the opinions expressed
in a community attitude survey on needs to be met in a community center. He
said it is important to recognize the emphasis on the concept of providing centers
. on a smaller scale and for activities other than strictly athletic, which has been
stressed in planning community centers in the past.
In answer to Mrs. Campbell, Mr. Lutes said the costs quoted do not include fur~
nishings, only basi c construction and some. site improvement.. Parks Director
said it is planned to split funds in the department's operating budget to buy
sufficient equipment to get the center started. Mr. Lutes
said dome construction, although more efficient for covering a large area, would
not be acceptable for this concept of creating small spaces segregated to avoid
noise and confli ct of programs and. acti vi ties. - He sai d his firm's experiences
with that type of construction is that although the structural cost is inex-
I pensive, the other parts - mechanical systems, partitions, proper installation
of doors and windows because of invol vement wi th angles and- slopes - increase
I the overall cost rapidly and make it more. than the conventional box-type)
construction.
Mr. Sprague suggested that feasibility of dome construction be explored to give
. the community an experience. It is the type of building the younger people
like, he said, and would be a good experiment to determine how people relate
-" and how -the. Ci ty. dre!?ponds to it.. He said'it would be consistent with Eugene's
goals of-becoming known as a somewhat Unusual and experimental City_.
I Comm
The Consensus of the Council was that the concept had been approved previously 6/7/72
and this was a progress report on implementation of that concept.
