<br />D.Proclamation, Federal Regulations re: Private Funds for ADC - Council members were
<br />I furnished copies of a proposed proclamation urging deletion from proposed Federal
<br />regulations the stipulation that donated private funds or in-kind contributions
<br />cannot be considered as the State's share in claiming Federal reimbursement. The
<br />proclamation and covering statement were prepared at the request of the Council
