<br />w. Overpark Assessment, Kaufman -Mrs. Trude Kaufman requested relief from Overpark
<br />assessment against the Kaufman store property in view of the tower assessment
<br />against the Broadway store property. Copies of memos from Finance and Manager in
<br />this regard were previously distributed to Council members.

<br />, Councilman Williams felt that the question of application of Zones 3 or 4 because
<br />, of structural change was irrelevant and said that any chapge in assessment would be
<br />, complex and difficult. Manager said about the only way a change coul.d be made would i
<br />, be to provide general Ci ty funds to meet the cost of any reduction in assessment; i
<br />, any attempt to reduce the lien on one property and increase it on another at this
<br />time would be impossib:le._

<br />i Councilwoman Campbell reported that Mrs. Kaufman's main concern was that The Broad-
<br />, way was only ten feet from Kaufman's store yet paying a lesser assessment, and~that
<br />the two properties should carry the same assessment. Mayor Anderson offered to
<br />appoint a chairman of any committee caring to tackle establishment of a new formula
<br />for assessment. He said this situation will continue to arise as development pro-
<br />ceeds in the downtown area.
