<br />Public Works.. Director reviewed: b\ds 'and explained . 'that Proposal 1 for' 44-foot
<br />paving provi.ded for two 5-foot bike/pedestrian lanes, two ll-foot travel lanes,
<br />and one 12.,...foot 'cneter turn lane. Proposal-;:: for ~40':"'fo.ot pav-ing' provides 'for
<br />two '8-foot parking. lanes and two 12-foou travel. lanes. Prpposal J covers
<br />Parks Department on-site improvemenus adJacent to' Echo' Hollow swimming pool,
<br />estimated to cost about $6000'ciore if bid sep~rately. Assessment to'
<br />abutting properties will be on the basis of 36-foot paving, City to pay
<br />for additional width. Recommendation was to award contract to Wildish
<br />Construction on the low alternate bid for 44-foot paving, the Bicycle Com-
<br />mittee concurring in this recommendation, plus low basic bid for Parks .
<br />Department work (Proposal 3), storm sewer, and sanitary sewer for a total
<br />contract price of $296,710.. . .. ,

<br />Public hearing was.openedand those speaking in favor of the proposed improve-
<br />ment were Bruce Lassen, 4448 Knoop; Basil Hayden, 4430 Willhi; Laoni Davis,
<br />member of the Bicycle Committee, 3015 Emerald; Jean Raabe, 4335 Avalon.'
<br />They maintained the.improve~ent would increase safety through separation
<br />of bike and auto traffic, provide pedestrian lane for children going to
<br />and from school, cut street maintenance costs. It was noted that Bethel-
<br />Danebo is one of the last areas in the City needing improved feeder streets
<br />and that delay would increase cost of the project.

<br />Those opposed were Louie Patton, 1190 Echo Hollow Road; Rosealee Munn,
<br />representing Active Bethel Citizens; Joe Slagel, 430 Glenhaven Road, repre-
<br />senting also Allison Park Church;J. H. Sorensen, 4300 Avalon; B. H. Mont-
<br />gomery, 1120 Echo Hollow Road; Ed Lundberg, 4120 Concord; Archie DuGuid,
<br />4320 Avalon, speaking for Carl Juhl. Their objections were based primarily
<br />on inability of senior citizens in the area to pay assessment for the
<br />widening project in addition to those for recent sewer installation. There
<br />was opposition also to. inclusion of the bike lane. Delay of the project
<br />was requested. Petitions against the project signed by owners of properties
<br />abutting the street were not. e.g... Also mem.ti.oned were other arterials planned
<br />for the area which opponent~ f~lt would obviate the need for widening
<br />Echo Hollow. Mr. DuGuid doubted that assessment against Mr. Juhl's property
<br />could be Bancrofted since he figured it would amount tOimore'than the allowed
<br />percentage of the property's worth.

<br />Manager noted letters in favor of ;the project received' from Mr. and
<br />Al Ny~gaard, 585 Taney Street; Ruth Bascom, chairman of the Bicycle
