<br />e <br /> <br />Councilwoman Beal askea Mr. DuGuid whether he felt street.improvements <br />increase property values. Mr. DuGuid answered that he thought there was <br />very little difference in resale value compa~.e9: to.the initial cost. In <br />response to Mrs. Beal's' question whether ,the ABGwanted the improvement <br />but objected to the cost, Mrs. Munnreferred to the group's request for <br />delay and investigation of alternative methods of financing improvements. <br /> <br />Councilman Hershner referred to comment that the City initially paved <br />Echo Hollow Road without assessment to abutting properties. Manager said ~ <br />that was the staff's understanding. . <br /> <br />Mrs B.eal moved seconded by: Mr. Williams to award contract to Wildish <br />Construction on low alternate bid for Proposal 1 (44-foot paving), <br />low. basic bid on Proposal 3 (Parks), low bid on Proposal 1 for storm <br />seyver, and, low~ bid ,on sani!arysewerfbr total contra.ct' PI"'i~e of:-" y ~.:.... <br />$296,710~as.recommended. ! <br /> <br />- <br /> <br />Councilman Hershner asked whether the motion should include provision for <br />Bancroft payments over a 20-year period, but it was felt not necessary <br />until the assessment is levied. <br /> <br />Councilwoman Beal asked if people presenting hardship cases under this <br />contract would receive b~nefit under the proposed assessment deferral <br />program. Manager said c~iteria for hardship cases would'.,be the responsi- <br />bility of the Council. Whatever is decided upon in the deferment program <br />would apply to this project. <br /> <br />Councilman McDonald noted that the City has never foreclosed on assessments <br />against homes and repeated his belief that delay of the improvement would <br />make it more costly. <br /> <br />Councilman Williams commented on the Joint Housing Committee's recommenda- <br />tion in favor of an assessment deferral program for the elderly. He said <br />he had not heard any testimony to the effect that the improvement was not <br />needed, the only question appearing~to be who would pay for it, and that <br />any other method than the assessment procedure would take a major policy <br />change. <br /> <br />- <br /> <br />Councilman Murray said he would vote in favor of 'proceeding with the project <br />because (1) this project was called to the voters' attention in a widely, . <br />publicized bond issue which was approved, (2) there is possibility of <br />spreading the cost over a 20-year period through Bancrofting, (3) there is <br />possibility of deferring collection of assessments to serve the best interests <br />of genuine hardship cases, (4) the improvements are needed, and (5) it is <br />reasonably safe to assume that a five-year delay will result in a more <br />costly project. Councilwoman Beal said she too would favor the contract <br />award because she had not heard anyone say the improvement was not needed, <br />delay will not lessen the cost, and planning of the project has been in ~ <br />process for some time. <br /> <br />Mayor Anderson expressed appreciation to residents of the area for their <br />concern, and hoped they realized it was shared by the Council. <br /> <br />Rollcall vote, wa's taken .on: the motion as.' stated.':-'.
