<br />They argued that the request for annexation was premature. Robert Suess, <br />260 East 38th, objected to presentatinn of the letter without opportunity <br />for proponents to rebut. <br /> <br />4It Neil Jongerward, 2863 Lydick Way, pointed out that the property in question <br />is within the urban service boundary and that the Public Works Department <br />has indicated City services can be provided. In answer to Councilman , <br />Williams, Manager said the property can be serviced by an existing sewer <br />serving the'Crest Drive school. With regard to the urban service, boundary <br />in this area, there are two ridge lines delineating drainage areas and <br />service boundaries are determined using ridge lines as part of the criteria. <br /> <br />. <br /> <br />Councilwoman Beal wondered if the Planning Commission recommendation would <br />have been different had it received the letter written by the Crest Drive <br />group. Planning Director said the overruling factor in the Planning <br />Commission's deliberations was that its action should be consistent <br />with previous action of favorable recommendation on this annexation request. <br />He said the staff presented to the Commission the same position presented <br />in the letter from the Crest Drive group, that the annexation request was <br />premature. <br /> <br />Councilman Wood expressed concern about extending City services to the <br />area, particularly fire protection. He reminded the Council of concerns <br />with regard to effect development in that area would have on schools and <br />said the 1990 Plan should be given a close look with regard to the urban <br />service boundary. <br /> <br />Councilman Hershner inquired about the time frame for the South Hills <br />study in relation to the original request for annexation of this area. <br />Manager said the original recommendation for a moratorium on-development <br />in the south hills was to limit densities on planned unit developments and <br />allow no new annexations. However, the Council at that time felt new <br />annexations should be considered on an individual basis. Planning Director <br />added that the south hills study is expected to be completed at the end of <br />this year. He said this original annexation was held at staff level, and <br />annexation of a larger area eventually recommended after the moratorium <br />was established. <br /> <br />Councilman Murray and Councilwoman Campbell fe~t this annexation should <br />be postponed. As members of the Joint Parks Committee they were concerned <br />aoout development in the south hills area and possibility of jeopardizing <br />plans for a ridge line park. They suggested waiting until informati.on <br />gathered from the south hills study is available. <br /> <br />e <br /> <br />, <br />Mrs. Beal moved seconded by Mrs. Campbell to table the resolution <br />transmitting the annexation request until the South Hills study is further <br />developed and clearer guidelines are drawn. Motion carried, Councilmen <br />Beal, McDonald, Campbell, Keller, Murray, and Wood voting aye; Councilmen <br />Williams and'Hershner voting no. <br /> <br />2. Rezoning frpm C-2 and R-3 to M-2 area at northeast corner <br />Broadway and Garfield (Donald Short) <br />Planning Commission recommended approval to allow car wash <br />and fueling facility. Council looked at the pr9perty on. tour; <br />,.it" is sorrounded by M-2 uses and residential use is not <br />acc~ptable. . 1 <br /> <br />Council Bill No. 220 - Rezoning to M-2 the area at northeast corner <br />of Broadway and Garfield was submitted and read the first time by council <br />bill number and title only, there being no councilman present requesting <br />that it be read in full. <br /> <br />.:~ <br /> <br />Mrs. Beal moved seconded by Mr. Williams tnat the bill be read the second <br />time by council bill number-only, with unanimous consent of the Council, <br />and that enactment be considered at this time. Motion carried unanimously <br />and the bill was read the second time by council bill number only. <br /> <br />Mrs. Beal moved seconded by Mr-. Williams that the bill be approved and <br />given final passage. Rollcall vote. All councilmen present voting aye, <br />the bill was declared passed and numbered 16751. <br /> <br />3. Rezone from County AGT to RA the area south.of 1-105 east of <br />Centennial and north of Kins Row (Earl Green) . . <br />-.Petitioner requested rezoning eight acres R-2 and five acres RP. <br />Planning Commission recommended RA. Council toured previously <br />when annexation was discussed and when zoning to allow a rest <br />home was requested. II e 4/23/73 - 5 <br />
