<br />Council Chamber <br />Eugene, Oregon <br />May 29, 1973 <br /> <br />:. <br /> <br />Adjourned meeting of the Common Council of the city of Eugene, Oregon - adjourned from the <br />meeting held May 14, 1973. - was called to order by His Honor Mayor Lester E. Anderson at <br />7:30 p.m. on May 29, 1973 in the Council Chamber with the following councilmen present: <br />Mrs. Beal, Messrs. Williams, McDonald, Mrs. Campbell, Messrs. Keller, Murray, and Wood. <br />Councilman Hershner was absent. <br /> <br />Councilwoman Beal read a statement 'of apology with regard to meeting of the Council she called <br />on May 21 without notifying the news media. She said there is no provision in the Council by- <br />laws for informal meetings of the members, which was the type of meeting held. She recognized <br />that without the news media in attendance there was no way the public could know that it was <br />an informal meeting, and said meetings of that nature would not be called in the future. <br />At the conclusion of other business, Councilman Murray expressed appreciation for Mrs.Beal's <br />statement. He said it did not seem appropriate for her to take the entire blame since any <br />one of the Council members could have left the meeting, and none did. <br /> <br />I - Proclamation canvassing votes cast in May 24, 1973 election was presented showing the <br />following results: <br /> <br /> $2,055,439 levy outside 6% limitation For 4,309 Against 7,921 <br /> Auditorium $5.5 million bond issue " 5,334 " 7,086 <br />,_ Auditorium Site Downtown 4,065 Baker Park 5,177 <br />Mayor and Council Salary For 5,016 Against 7,167 <br /> Salary Range $50-100 4,615 <br /> $101-200 1 , 80 4 <br /> $201-300 1,629 '. <br /> <br />Mrs. Beal: moved seconded by Mr;Williams to accept the proclamation as presented. Motion <br />carried unanimously. <br /> <br />II - Public Hearings <br />A. Abatements <br />1. 1955 West 23rd Avenue, Burgoyne <br />Building Department has been unsuccessful in attempting to have the property <br />owner remove debris from a partially demolished structure west of her property. <br />Letter from Virginia Burgoyne, owner of the property, was read stating building <br />was removed. However, Manager reported that building materials and other de- <br />bris remain on the lot in a less than satisfactory condition from staff's viewpoint. <br /> <br />Public hearing was held with no testimony presented. <br /> <br />- <br /> <br />Resolution No. 2183 - Authorizing abatement at 1955 West 23rd Avenue <br />was submitted. <br /> <br />Mrs. Beal moved seconded by Mr. Williams to adopt the resolution. Motion <br />carried, all councilmen present voting aye, except Councilman McDonald abstaining. <br /> <br />2. 4291 East Amazon Drive, Rogers <br />John F. Rogers, owner of the property offers no protest to City's efforts to <br />remove debris left by contractor in demolition of building on the property. <br /> <br />Public hearing was held with no testimony presented. <br /> <br />Resolution No. 218~ -' Authorizing abatement at 4291 East Amazon Drive <br />was submitted. <br /> <br />Mrs. Beal moved seconded by Mr. Williams to adopt the resolution. Motion <br />carried unanimously. <br />I <br /> <br />. <br /> <br />B. Rezoning <br />1. Area on east side of Portland between 29th and 30th (Pohll, O'Conner, Melevin) <br />Council had previously approved multiple-family zoning subject to construction <br />of a cul-de-sac on Portland between 29th and 29th Place and development of prop- <br />erty under planned unit development procedure. Subsequent to that action, <br />barricade was placed at the south end of Portland at Crest Drive thereby eliminat- <br />ing thr~ugh traffic. Petitioner asked reconsideration of the rezoning request <br />because of the change in traffic pattern. Planning Commission on April 23, 1973 <br />recommended R-2-4 SR (Multiple-family with minimum of 4000 square feet per unit <br />under site review conditlons).
