Manager explained that the owner of property (5&%) not. represented on the improvement petition was informed of the proposed paving project as previously requested by Councilman Williams. The. owner said he would not be in favor of the project until moratorium on the, parcel was lifted. The moratorium' does not affect propertyoti the south side; owner of that property.is still in favor of the paving. Mr. Williams asked that arrangement be made for Council to tour the area prior to consideration of contract award for the work.
