Attorney <br />Etter advised the Boundary Commission law stated petitions must go to the Boundary <br />Commission and that the City has no jurisdiction to hold them. It was the Manager's <br />understanding that, when a petition is filed with the City and the City takes no <br />position, there is nothing to present to the Boundary Commission. If filed with the <br />Boundary Commission, it is sent to the City and the City is obligated to return it. <br /> <br />. <br /> <br />Mrs. Beal moved seconded by Mr. Williams to take the proposed annexation off the <br />table. Motion carried, Council members Williams, McDonald, Hershner, Keller and <br />Wood voting aye; Council members Beal, Campbell and Murray voting no. <br /> <br />Manager favored July 9, 1973, as tge best date for the hearing. <br /> <br />B. Room Tax Allocation Committee Report {May 21,1973) - Copies of the report were <br />previously distributed to Council members. It recommended: <br /> <br />A. Keller to approve the recommended allocations. <br /> <br />,In explanation of the $3S,000 allocated to the Eugene Area Chamber of Commerce <br />i (requested $51,000) Chamber officials explained that one office girl is designated~ <br />!the remainder goes for advertising, expenses for promotional material for conven- <br />,tions, postage, etc. Also for extra help for conventions. The objective for re- <br />!questing additional money is to place g~eater emphasis on convention trage and be ' <br />: in posi tion to compete wi th some of the, more convention-oriented spots, .such as <br />iSa1ishan. <br />, <br /> <br />. <br /> <br />'In answer to a question regarding Committee for Community Images, Mrs. Catherine . <br />Lau~is, member of the Allocation Committee, explained that the proposed film to bel <br />made on Saturday Market would be more or less a living history, would serve an , <br />educational purpose as well, and would not be simply a fifteen-minute travelogue. <br />She further felt that perhaps the Library would be the spot to house such a film. <br />Mayor Anderson pointed out that the purpose of making the film should be fully <br />'explained so that would-be movie producers would not consider this undertaking <br />an open invitation to seek out the same type of financing. <br /> <br />Vote was taken on the motion as stated. <br />. <br /> <br />Motion carried unanimously. <br /> <br />Comm <br />5/30/73 <br />1Jpprove <br /> <br />.--~ .._---. --< _.~'---'-'~ . <br />C. Grass Mowing Policy - One concern regarding the grass 'mowing policy implemented <br />by the Public Works Department (May 18, 1973 memo previously distributed to Council <br />members) involves side hill lots where bills have been accumulated against property <br />owners because of hand work necessary to comply with the ordinance. Public Works <br />suggests that mowing this year be limited to a band around the lot exterior 'to at <br />least eliminate fire hazards, trash problems, etc. Thistles on a lot would also <br />be remolTed. Public Works Director expressed alarm at the scope that mowing every- <br />,thing could take and is hopeful of reducing some of the work load by mowing in <br />bands. The ordinance applies to both vacant and inhabited lots. Most lots are <br />'narrow enough so that mowing more than a 20-foot band would be mowing the entire <br />j10t. Assistant City Manager said that if the lot is under three acres the entire <br />!lot will be mowed is possible. A band will be mowed only when motorized equipment <br />icannot be used. <br /> <br />Councilman Hershner raised a question as to the reasons for mowing. Public Works <br />Director answered that mowing serves an aesthetic purpose and satisfies adjacent <br />:property owners. There is also a fire break assurance. It is debatable whether <br />, mowing would tend to prevent a fire. Assistant Manager added tha this conversa- <br />.tions have indicated burning time is reduced when material is flattened, even <br />: though not hauled away. The speed with which fire spreads is definitely lessened. <br /> <br />: Councilman Wood expressed lack of sympathy for people ;"ho will not mow their own I . <br />'weeds. He has no qualms about charging an owner when mowing becomes necessary by ! <br />! the City. Mr. Hershner questioned the amount of advance notification, and Assistantl <br />. Manager answer,ed that they have ten days to comply. Mrs. Campbell raised a qUestion/' <br />about blackberry bushes.
