He recommended constructiono6f sidewalk adjacent to the curb
. thereby eliminating two-foot grass strip.

/, Al Cassidy, owner of propert ies on Linnea, asked whether sewer costs .woul,d be assessed to
those properties if the sewer is connected to Linnea. He said aslon~ as. Norke.:rzie and
Oakway are considered arterials the curb and gutter costs should not be; asses;o;e.d to abut-
ting properties, especially in R-l zones. He felt the City should assume those costs.
Public Works Directo~ answered that sanitary sewer connections to thre~ vacant properties
on Linnea will be assessed; storm sewer cost will be paid by the City.' He explained that
the cost for paving in excess of the 36-foot width and for the bike lanes would be paid by
the City.

Public hearing was closed.

,. \ --', . ~. He did not know the validity of the poll indicating preference for:center turn
lane, so suggested approval of the 44-foot paving with authorizatlon~.for staff to work with
owners of abutting properties to determine where parking or turn lanes would be provided.
Councilmen Williams and Murray favored proceedipg with the 44-foot paving which would allow
room for the bike lanes and parking with restrictions at major intersections. This would
ailow'width for. center turn lane in the future should it become necessary.

.' . Mrs. Beal moved. seconded. by Mr. .Willi~~s to award contract for 44-foot paving
on the low alternate bid price with staff to hav:e authorization to work out
variation's fo'r center turn land and/or biJ<e path.. . __. . . . .. '"

Councilman Hershner wondered whether xhe 42~foot. paving could be used if it..is decided to ,9
install the turn lane for the entire length of the project. He asked how property owners
would be contact!=d to determine the design wanted. Public Works Director answered that
since' the bids were.called.on both 40-. and 4.4-foot paving, unit bid.pric.es.,\iould.be.such.
that' the contract cofrld be reduced to. 42-foot width.. He said .each proper.tyowner would
be contacted to determine choice between parking and turn lane ,with a deadline. for r.eturn
of that information, then staff would assume. they have the option .of bringing to .Council for
a decision unless ther:'e.. is a great maj.orityin favor .of either .one or the o:ther.
