She was concerned that it was another instance of private property's being <br /> assessed for the benefit of commercial users and said she would vote "no" on second read- <br /> ing if it .was. Public Works Director noted that maintenance of the alley had been a <br /> '~matter of controversy f.or some time and agreement was reached with owners of abutting <br /> commercial properties to maintain it last winter if'paving this year were allowed. <br /> Manager suggested passage of the ordinance ~ubject t~ presentation of a report at the <br /> Wednesday" July 25, committee meeting with regard to ownerships which would, be assessed. <br /> This would'~liow engineerin~ work to'proceed without waiting until the August 13 Council <br /> meeting. If after the report is presented Councilwoman Beal still wishes to withhold <br /> unanimous consent for second reading, the matter will be held until August 13. Mrs. Beal <br /> agreed to give unanimous consent ori that condition.
