<br /> , <br /> Councilman Keller said he was not advocating a Saturday Market on the mall, nor was <br /> he overlooking the costs and other problems involved with having commercial activities <br />. on the mall. However, he was disappointed that there was no change in the business- I <br /> men's stand in that regard. He felt it could wurk, that it should be given every <br /> consideration without postponing it for another year. <br /> Councilwoman Beal suggested legal research to determine whether legislative action <br /> was possible ,to allow existing businesses to operate on the mall without excessive <br /> costs and licensing provisions. Then if new operators wanted to come in they would <br /> have to pay the same fees and abide by the same rules. <br /> Councilman Wood asked if feasibility and cost of covering the mall were explored. <br /> Mr. Davis said it was discussed. If the Council is interested in pursuing any phase <br /> of the activities recommended, he said, the committee would gather more information <br /> and cost figures. <br />, Councilman McDonald expressed approval of the committee's approach. He wondered too <br /> how the salary of a mall manager would be met. Councilwoman Beal commented on the <br /> necessity of a report on whether legislation could overcome the licensing problem for <br /> outdoor sale before further action could be taken. <br /> Mayor Anderson suggested liaison with the Downtown Association in an attempt to work <br /> out some arrangement whereby downtown businessmen would be willing to extend their <br /> merchandising activities into the mall. At the same time staff could be reviewing <br />e' the committee's recommendations and bring to the Council a report relative to costs, <br /> source of revenue, activities which could be started as a basis for increasing <br /> participation in the downtown area. <br /> Nada zawodny of Graphics~West, 1660 Willamette Street, said the important thing was <br /> to create excitement on the mall to' attract people. He suggested <br />. delay of the process until the middle of November because of other commitments by <br /> Council members. <br /> Councilwoman Beal suggested consideration of the number of replacements needed. <br /> She wondered if selections could be made at this time for possible vacancies (refer- <br /> ring to Commissioner Hoffman's intention to resign):' as well as for filling positions <br /> with terms expiring January 1. Mayor Anderson said there would be only two vacancies <br /> (Betty Niven and James Pearson terms expiring), and that Mr. Hoffman would serve for I <br /> , <br /> :at least another six months.
