<br /> !lots would present problems because of the water table. Manager and Dave Hunt,
<br /> :Renewal Agency director, explained that the recommendation is to lower the park-
<br /> !ing level two to three feet below street level, and no water problems are antici-
<br /> ipated. Should it be proposed to install an entire parking level or two below
<br /> "street level, then there could be water problems.

<br /> lMr. Hunt reported that the Renewal Agency in a lengthy hearing just finished
<br /> :had considered petition by Archie Weinstein to reclassify the subject property
<br /> :from hotel use to retail sales. The Agency voted unanimously, with two members
<br /> abstaining because of possible conflict of interest, to deny the petition and
<br /> affirm the original Renewal concept. Mr. Hunt distributed to Council members

<br /> previously distributed to Council members. ~llocations recommended were:
<br />- 1. 'Docent Council of the Friends of the'Museum - For training sessions $ 1,000
<br /> 2. Willamette High School - Track and playground construction 7,000
<br /> 3. Black Student Union - Cultural festival celebrity expenses 2,000
<br /> i4. Festival of the Arts, University of Oregon 1,000

<br /> I Councilman Wood said in allocating funds for the Chicana/Native American fest!val
<br /> ,it was felt celebrities should attend at thei.r own expense. He wondered how that
<br /> was handled in the instance of th~ Black Student Union festival. Catherine Lauris,
<br /> chairman of the Allocation Committee, explained that the original request was for
<br /> ,more than $3100 to cover the entire expense. However, the Committee curtailed the
<br /> funds to the $2000 with the recommendation that the balance of the expense be met I
<br /> through ticket sales. Manager noted the Council previously had approved funds to
<br /> bring a Mariachi band to Eugene for a cultural festival. i
<br /> Councilwoman Beal asked about the allocation for the Willarnette High School track
<br /> 'and playground area. Mrs. Lauris answered that the funds were to be used for an
<br /> all-weather track - for Jogtown USA - and to add one more lane to meet standards
<br /> for competition. The Committee felt park development in the Bethel area was minimal,
<br />. so the recommendatIon was made with the stipulation, and the School people agreed,
<br /> that the track and other facilities would be made available for general community ,Comm
<br /> ,use as often as possible.

<br /> ;guidelines or more specific criteria for the Allocation Committee and the Council ;
<br /> iin appropriating room tax revenues. The issue came up as a result of the Committee's!
<br /> recommended appropriation to Serentiy.Lane, an alcoholic rehabilitation center,
<br /> which recommendation will be corning to the 'Council soon. While it.has no disagree-
<br /> ment about the importance or value of a' facility such as Serenity Lane, staff does '

<br /> ; the Charter provision. Mrs. Lauris answered that the Finance Department has pre- ~
<br /> pared information and instructions to be given applicants for funds. She suggest~d:
