Council viewed on tour. <br />Planning staff notes and minutes were previously distributed to Council members. The <br />proposed rezoning would provide additional off-street parking north and in back of the <br />present restaurant and change the existing industrial zone on property to the west to <br />one more compatible to current use of the property and those adjacent. <br /> <br />.' <br /> <br />Public hearing was held with no testimony presented other than Dean Owens, attorney <br />representing the applicant, offering to answer questions. <br /> <br />Council Bill No. 434 - Rezoning area north of 1st Avenue between Madison and Monroe <br />Streets to R-2 and RG-2.5-SR with sign district designation <br />of Residential was read by council bill number and title only, there being no council- <br />man present requesting that it be read in full. <br /> <br />Mr. Williams moved seconded by Mr. Hershner that findings supporting rezoning of the prop- <br />erty as set out in Planning Commission minutes of December 11, 1973 and on file in the <br />Recorder's office be adopted by reference thereto; that the cO,uncil bill be read the <br />second time by council bill number only, with unanimous consent of the Council; and ~hat <br />enactment be considered at this time. <br /> <br />Councilman Murray expressed concern about trees on the property. He thought an attempt <br />should be made to preserve some of them to provide a barrier between the parking lot and <br />residential properties. Manager noted the site review provision in the rezoning action. <br />He explained the petitioner would be required to use the conditional use procedure in de- <br />veloping the property which would give the hearings official the opportunity to set such <br />conditions as he would feel appropriate. <br /> <br />Vote was taken on the motion for adoption of findings and second reading as stated. <br />Motion carried unanimously, and the bill was read the second time by councilbill number <br />only. <br /> <br />- <br />0216 <br /> <br />Mr. Williams moved seconded by Mr. Hershner that the bill be approved and given final <br />passage. Planning staff notes and <br />Commission minutes were previously distributed to Council members.
