Zoning Board of Appeals, Charitable Solicitations Committee - Mayor Anderson, <br />asked Council for suggestions for replacement of Alton Lenhart, resigned, on: <br />the Zoning Board of Appeals, and William Korns, resigned, on the Charitable <br />Solicitations Committee, both terms expiring January 1, 1978. <br /> <br />.2. It was agreed the session would begin at 7:15 p.m. in <br />Council. offices at City Hall. <br /> <br />i <br />t <br />\ <br /> <br />\ <br /> <br />Council Subcommittee, Library - Mrs. Beal moved that the Council appoint a sub- <br />committee to meet with the Library Board to seek answers to criticisms and <br />questions relayed to her with regard to Library management, uncatalogued books, <br />etc. Councilman Williams seconded the motion with the agreement of Mrs. Beal <br />that it 'be changed to provide for appointment of the subcommittee by the Mayor. <br /> <br />Councilwoman Campbell reported receiving questions with regard to recent resig- <br />nation of the children's librarian and favored meeting with the Board to gain <br />more information about the Library operation~ <br /> <br />Vote was taken on the motion for'appointment of subcommittee by the <br />Mayor to meet with the Library Board. Approve <br />Mayor Anderson said that Library Board Chairman Duguid had ind~cated to him such <br />,a proposal would be welcome, that it would give a better opportunity for the <br />Council to be informed on Library matters. The Mayor added, however, that all <br />'meetings of the Library Board were open to the public and to the Council at; any <br />.time. He asked that any Council member interested in serving on the committee <br />'contact; him about; appointment;. <br /> <br />'I. <br /> <br />Assessments Hearing Report - May 13, 1974 <br /> <br />Present: Council members Campbell and Murray; Citq Engineer Bert Teitzel. <br /> <br />The following council' bills to be considered by Council on May 20, 1974: <br /> <br />:1. C.B.54l-Levying assessments for paving streets in 2nd Addition to Candlelight Park <br />2. C.B.542-Levying assessments for sanitary sewer in 2nd Addition to Candlelight Park <br />City Engineer explained that the sewers served the new subdivi- (73-08 and 73~09) <br />sion on an already paved street. ~he paving. involved a short street required to <br />serve property to the west of t;he subdivision. <br /> <br />No written protests were received. <br /> <br />Gordon Gallic, 1686 Gilham Road, objected to assessment against his property (paving - <br />$2,495.99; sewer - $799.36). He claimed he ~as being assessed for ,improvements over I <br />which he had no control, no knowledge or cho~ce as t;o whether the ~mprovement would be <br />constructed or who would put it in. He explained that he had purchased the property <br />after the subdivision was created but before the improvemenes were put in and had <br />never been notified that he would be liable for the cost. He felt that the city <br />should have notified him when the building permit was issued that there would be a <br />lien against the property. <br /> <br />Mr. Teitzel explained the legal procedure followed in letting contracts and that <br />assessments were computed after completion of the work. He said the developer <br />'was well aware of the cost involved for this project and that it would be assessed <br />against the property purchased by Mr. Gallic.
