A request from Surmner Youth Symphony for $J,750.00 was tabled <br />by the Allocation Cormnittee until receipt of more information. Money allocated <br />to -the Chamber of Commerce would'fund the convention and visitor promoti.on function. <br />Manager explained that the money requested by the Center for Educational Reform <br />was to be used as "seed" money. If the project was successful it was al}ticipated <br />funds for continuance would be available from Northwest Regional Educational <br />Laboratories and possibly from revenue sharing funds. However, because there was <br />some question about whether use of funds for this purpose fell within -the s90pe <br />of the allocation authorization, the city attorney was asked to review the request. <br />His opinion was that, the educational nature of the project made ,it ineligible for <br />room tax funds. Staff recommended that the request not be approved. <br /> <br />f' <br />'- \ <br />\ <br />lI, <br />\ <br /> <br />Mr. Williams moved seconded by Mr. Hershner to approve the allocation <br />to the Chamber of Commerce of $36,500.00. <br /> <br />Councilwoman Beal sugges-ted delay until Council members had an opportunity to <br />review the Committee!s recommendations. She urged distribution of reports in the <br />future prior to consideration by the Council. Manager submitted copy of the <br />Chamber's application and Room Tax Committee's minutes, explaining that their <br />brevity and lack of the usual letter of transmittal with the recommendations was <br />the reason no distribution was made. Mrs. Campbell wondered if allocation guide- <br />lines and legal opinions could be made available to the Committee to avoid recommenda- <br />.tions to the Council on requests from ineligible organizations. Manager replied that <br />written opinions had been forwarded. in the past, but without receiving the usual <br />letter of transmittal there was no knowledge of the discussion resulting in the <br />:cecommendation on the Center. <br /> <br />vote was taken on approval of the Chamber of Commerce allocation. <br />Motion carried unanimously. <br /> <br />Comm · <br />5/15/74 : <br />'Approve' <br />, <br /> <br />~-K~lvelage, speaking for the Center for Educational Reform, said she had not <br />been inforl!'ed of any objection raised by the city attorney nor of the guidelines <br />and had no opportunity to prepare a presentation.
