<br />Mayor Anderson suggested creation of a Council subcommittee to work with the staff
<br />to develop alternatives and bring recommendations back to the Council. He hesitated,
<br />~ to proceed with the 16th Avenue project without some assurance that what was done
<br />~wou1d conform to any policy eventually developed. l'n answer to Council woman Beal' s
<br />comment that a number of people were present who might want to be heard, the Mayor
<br />said if it was decided to develop a policy before moving ahead on this project
<br />there would be a public hearing at which time there would be opportunity for
<br />comment from interested citizens.

<br />Councilman williams moved that the 16th Avenue sewer reconstruction project be
<br />delayed until the fall with the idea that at that time the sewer line would be
<br />replaced with concrete pipe, assuming 75% tree survival and acknowledging responsi-
<br />bility for replacing any that do not s~rvive with trees that would give the same
<br />effect in about five years. There was no second.

<br />:Councilman Wood said he would favor the subcommittee approach which could bring
<br />more information on the economics of use of the "liner" over a period of time. j
<br />Furthermore, he thought some of those people present' at this meeting might be i
<br />involved in determining the direction taken.
