Manager explained that the options would allow <br />negotiations to proceed for State sharing in total purchase of the area under the <br />Willamette Greenway plan. <br /> <br />Mr. Hershner moved seconded by Mrs. Campbell to authorize options as <br />presented. Tieman Wreckers and Salvage License (Wilbert, Melvin, Wallace Tieman) <br />Requested for balance of 1974 and 1975. Letter was noted explaining storage use of <br />the proper~y~onJ-Y. <br /> <br />Gregory Foote, attorney representing the Tiemans, explained that the wrecker's (1186) <br />and salvage license was required by the State in the Tieman's operation of hauling ~. <br />old car bodies for salvage. ,. <br /> <br />Mr. Hershner moved seconded by Mrs. Campbell to recommend approval of the <br />license as requested. Motion carried unanimously. <br /> <br />IV - Ordinances (1210) <br /> <br />Council Bill No. 657 - Levying assessments for paving and sanitary sewer on Jacobs <br />Drive from Concord Street to Fairfield Street (73-20), read the first time on September 23, <br />1974 and referred to Assessment Panel for hearing on September 30, 1974, was brought back <br />for Council consideration of Panel recommendations on October 7, 1974, read the second time, <br />and held for further me~ting between public works department personnel and property owner <br />protesting the assessment. <br /> <br />Public Works Director Don Allen explained that the problem had not been resolved. On city <br />attorney's advice he recommended passage of the ordinance and levy of the assessment as sub- <br />mitted. ne saia if "hhere was lega-l challenge it would be based on tIle contract between the <br />property owner and the city with regard to the project to determine whether the contract <br />was valid, not the assessment. <br /> <br />Mr. Hershner moved~~seconded by Mrs. Campbell that. the!bill be approved and . <br />given final passage.
