<br /> Contact from one property owner indicated notification ~f the assessment hearing was not re-
<br /> ceived. However, investigation showed that the property had changed hands after the improve-
<br /> ment, and the purcha~er was not made aware of the assessment. Notices of the assessment were
<br /> properly recorded and should have been available to them.
