However, investigation showed that the property had changed hands after the improve- <br /> ment, and the purcha~er was not made aware of the assessment. Notices of the assessment were <br /> properly recorded and should have been available to them. <br /> Mrs. Campbell moved seconded by Mr. Murray that the bill be approved and given final passage. <br /> Rollcall vote.
