He described the structures, completely self-contained and designed; <br /> to hold 12 to 15 people per room. <br /> In response to Councilwoman Beal, Manager said the requE~st had not been referred to <br /> the fire department unless it had been done by the building department. He said <br /> ; the application had stated all fire safety needs would be met, and that would be <br /> required by the ci ty before a building permi t would be ~[ssued. Staff concern, he <br /> said, was primarily that the general structural type of the building proposed did <br /> not meet the uniform building code, especially for dense assembly use. The State <br /> mobile home code is different so the hazard involved would be a matter of judgment. I <br /> Councilwoman Beal felt more information was needed with regard to safety of the <br /> structures. She thought that if code requirements were relaxed at times for <br /> e temporary office uses, perhaps they might be relaxed for educational uses on a <br /> temporary basis. Manager commented that the question was not one of complying with <br /> _eodes, rather it was the question of compliance with which code. <br /> General consensus was that more information should be made available, including fire <br /> department's comments. Councilman Murry suggested that viewing the site would give ! <br /> a better basis for a decision. <br /> i <br /> Councilman williams noted that conclusions reached by the Joint Housing Committee I <br /> in its report on mobile homes to the Planning Commission. were t!1at they.were as I <br /> I <br /> safe if not safer than conventional residential construction. Another thing to I <br /> be considered, he said, was that there was less chance of injury from fire in the <br /> daytime use proposed than there was in permitting mobiLe home use for living quarters <br /> ! where people slept in them. <br /> ! Mayor Anderson suggested scheduling public hearing to give the opportunity for others <br /> in the-neighborhood to be heard. In response to CouncLlman WQod, Mr. Kimball de- <br /> scribed design of the structures.
