<br />e <br /> <br />She said a memo dated January 16, 1986, from Timothy Sercombe, the City <br />Attorney, was distributed to the councilors. The memo indicated the OCLO's <br />statement is correct. <br /> <br />Ms. Bishow said the information in the memo attached to the council.s agenda <br />indicates a need for additional low-density residential land within the urban <br />growth boundary cannot be demonstrated now. <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, to approve the staff <br />recommendation to deny Amendment B-20 of the Metro Plan <br />Mid-Period Review. <br /> <br />Mr. Hansen said he did not like to deny the amendment because of pressure from <br />the state. He said the proposal had received support earlier. and a 40-acre <br />addition to the urban growth boundary seems insignificant. He would oppose <br />the motion. <br /> <br />e <br /> <br />Ms. Bascom said the staff recommendation was different from the one received <br />earlier, but the additional information indicated the increase in the urban <br />growth boundary is not needed. <br /> <br />Mr. Miller said he will support the motion. He said there is a surplus of <br />residential land in the city and approval of the proposal could provide a <br />precedent for other additions to the urban growth boundary which would create <br />problems for the school systems. <br /> <br />Ms. Ehrman said the proposal had generated a stricter definition from the DLCO <br />about additions to the urban growth boundary which will be useful in the <br />future. <br /> <br />Roll call vote; the motion carried 7:1 with Ms. Wooten, <br />Ms. Schue, Mr. Holmer, Ms. Bascom, Ms. Ehrman, Mr. Rutan, and <br />Mr. Miller voting aye and Mr. Hansen voting nay. <br /> <br />Mayor Obie adjourned the meeting at 1:05 p.m. <br /> <br />R7~ <br /> <br /> <br />Mi cheal Gl eason <br />City Manager <br /> <br />(Recorded by Betty Lou Rarick) <br /> <br />BLR:ky/1952C <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />January 22, 1986 <br /> <br />Page ,~ <br />
