OREGON DEPARTMENT OF TRANSPORTATION SIX-YEAR HIGHWAY IMPROVEMENT PLAN <br /> <br />The chair introduced Ms. Andersen, who distributed the "Proposed Position <br />Paper for ODOT Six-Year HIP" dated January 27, 1986. She reported that the <br />aDaT Public Hearing Schedule has changed to February-March instead of <br />March-April; this makes it impossible to set an election date in March for the <br />6th-7th Extension. Referring to a printed projected timeline, Ms. Andersen <br />suggested that the election could be held as late as next fall (preferably the <br />November general election) in order to avoid a vote-by-mail ballot. <br /> <br />Introducing the report for the ODOT Six-Year HIP, Ms. Andersen reported that <br />the projects initially requested for the three jurisdictions are listed on the <br />chart (Request Submitted by Local Governments) distributed in the packet. <br />This chart includes the suggested construction year and the cost including the <br />funding impact by fiscal year. She explained that the 1986 projects are not a <br />part of the six-year plan. The proposed projects totaled $38.1 million. <br /> <br />The draft for the six-year program as submitted by ODOT does not contain the <br />priorities as submitted by the three jurisdictions and, in fact, only reflects <br />the 1986 projects which are not in the six-year plan. The draft document <br />does not fund even $1 of construction money from the State for the Eugene/ <br />Springfield metropolitan area from 1987 through 1992. <br /> <br />Ms. Andersen reviewed the sequence of events ODaT will be submitting to the <br />State Transportation Commission on the timeline portion of the written <br />report. The time1ine also suggests a sequence of events for the jurisdictions <br />in order to bring their joint input to the OTC. Review and revisions of the <br />draft document will be done during the hearings process with projected <br />adoption of the HIP in June. <br /> <br />In order to provide background history of ODOT1s decision-making process, the <br />HIP for 1984-1989 was reviewed and compared to the draft 1987-1992 plan in <br />terms of dollars funded by the State for the five regions.
