e

As a result of the preliminary discussion, Mr. Hansen asked that the council
recommend a positive strategy and to identify the City Council's role in terms
of the future, not the past.

Ms. Andersen suggested that contact with the legislators be the council IS
first priority, along with establishing a coalition with Springfield and Lane
County. The key groups to target are the Chambers of Commerce, the Metro
Partnership Board, and the Associated General Contractors. The staff can
provide briefings to these groups; the role of the City Council is to set the
tone and direction.

Ms. Ehrman suggested that councilors attend OTC hearings in other areas
besides Eugene/Springfield. It was also agreed that it should be a priority
to have a aTC meeting held in Eugene. He asked that the City staff give the City Council specific
assignments.

e

Ms. Bascom asked if the Legislature will have influence on the expenditure of
gas tax funds. Ms. Miller explained that during this interim, the Transporta-
tion Division has been active and needs legislative support. Mr. Holmer sug-
gested that the gubernatorial candidates be contacted in order to receive
commitment for the future; especially the local candidate, who could force
dialogue on the issue of highway funding among the other candidates. Ms. Schue
also suggested that Neil Goldschmidt, as former Secretary of Transportation,
has an interest, and has held some conversations with people in this area
already.

Mr. Gleason suggested that a set of assignments for the Coun~il be set with
a timetable. The following assignments were made as a result of discussion:

1. Debra Ehrman will contact Carl Hosticka.

2. Jeff Miller will contact Ron Eachus.

3. Ruth Bascom will meet with Nat Guistina and will make some personal
calls to others, including Ed Hunter.

4. Mr. Holmer will contact Tony Yturri and John Alltucker for Norma
Paulus campaign.

5. Mr. Rutan will contact Larry Campbell and Bill Bain.
6. Emily Schue will contact Margie Hendrickson.

Mr. Hansen suggested that road construction people in the community be included
in the list of contacts.
