<br />~~ <br /> <br />, <br /> <br />t <br /> <br />. <br /> <br />1 <br />) <br /> <br />a guide it would require a level of service that would be impossible for <br />them to provide. <br /> <br />Rob Lilley stated that this was a point that was discussed <br />extensively at the CAT meetings and the general consensus of the <br />people on the team was that they would like to use the level of <br />service provided by the City of Eugene as a bench mark. <br /> <br />Ouestion: Under Exhibit 'A', heading PUBLIC FACILITIES AND <br />SER VICES ELEMENT, Library Services, item number 2 and under Exhibit <br />'B', same heading, item number S - Commissioner Rogers wanted to know <br />if we were talking about the new city or the unincorporated area that <br />would be left outside somewhere? <br /> <br />Cindy Pappas answered that in the policy under Exhibit 'A' we're <br />talking about a newly formed city and Exhibit 'B' contains the <br />findings that supports those policies, so we're talking about the <br />same thing - a newly formed city. <br /> <br />Rob Lilley further explained that it wouldn't apply to those areas <br />that would remain unincorporated. <br /> <br />Commissioner Rogers wondered if both the City of Eugene and Lane <br />County would be providing library services. <br /> <br />Commissioner Ball explained that if or when RR/SC incorporates it <br />will be sometime before they can get a library built and in the <br />meantime they wouldn't want Lane County to discontinue their <br />services. Ms. Pappas stated it would guarantee that there wouldn't <br />be an interruption of services. <br /> <br />Commissioner Rogers felt it was very ambiguous that there were 2 <br />policies, one stating the City would provide services. ~nd ~ne the County. <br />He felt one needed to be changed or re-worded and ,Ms. Pappas agreed it <br />could be re-worded to be more clear. <br /> <br />COMMISSIONER BALL thanked Gary Wright, Chairperson of CAT, and the <br />CA T members along with concerned citizens who attended the CAT meetings. <br />He than thanked all staff of the various jurisdictions, the two Planning <br />Commissions, Board of Commissioners and City Council for their hard work. <br /> <br />MR. HOLMER, thanked Commissioner Ball & Ivey and extended a special <br />thanks to Christine Larson, who had been on the Committee representing <br />Springfield. <br /> <br />COMMISSIONER IVEY thanked everyone and felt that the non- <br />controversial and minimal amount of testimony showed the effectiveness of <br />the CAT. <br /> <br />... <br /> <br />Meeting adjourned at 7:35..~. . . --r-: .
