<br />e <br /> <br />Mr. Miller said the intergovernmental agreement will affect future citizens of <br />Eugene. It indicates that the City will expand to the urban growth boundary <br />and development within it should conform to City standards. <br /> <br />Responding to questions from Ms. Wooten, Mr. Gleason said the regulations <br />governing development in the area between the city limits and the urban growth <br />boundary will be adopted by the Lane County Commissioners after they hold a <br />pUblic hearing. The City will only administer the regulations adopted by the <br />Lane County Commissioners. He said it would be difficult for the City to hold <br />a hearing on the impact of Lane County regulations. <br /> <br />Ms. Wooten said the council should provide some way for public participation <br />in the process. <br /> <br />Mr. Gleason emphasized that the council will have nothing to do with the <br />adoption of planning or building regulations for property between the city <br />limits and the urban growth boundary. He suggested the councilors ask the <br />Lane County Commissioners to transmit the minutes of their hearing to the <br />councilors. The councilors can then comment on issues raised in the hearing. <br /> <br />Replying to a question from Ms. Ehrman, Ms. Brody said the intergovernmental <br />agreement only authorizes the staff to work on the transition. The hearing <br />before the County Commissioners may not be held until November 1986. <br /> <br />Ms. Schue said approval of the agreement will indicate that the council is <br />willing to let the transition process proceed. <br /> <br />~ Mr. Holmer said the proposed action is administrative and reasonable. <br /> <br />Ms. Ehrman moved, seconded by Ms. Schue, to approve the <br />Agreement Regarding the Transfer of Building and Land Use <br />Responsibilities Within the Urbanizable Portion of the Eugene <br />Urban Growth Boundary. <br /> <br />Roll call vote; the motion carried unanimously, 6:0. <br /> <br />Mayor Obie adjourned the meeting at 1:18 p.m. to April 9,1986. <br /> <br />Respectfully submitted, <br /> <br />~~~ <br /> <br />Micheal D.
