<br />. <br /> <br />e <br /> <br />e <br /> <br />Answering questions from Ms. Wooten, Mr. Teitzel said one person who owns <br />about 900 feet of road frontage (about 40 percent of the project) is opposed <br />to the project. He said other owners of abutting property have not expressed <br />interest in the project, but residents of Daneland Mobile Homes want the <br />improvement. He said he would rank this project third among the four <br />projects in the 1987 CIP. The first and second projects will not be <br />constructed until 1987 because right-of-way must be acquired first. <br /> <br />Responding to questions from Mr. Miller and Mr. Holmer, Mr. Teitzel said <br />sidewalks are proposed on both sides of the street. He said they are needed <br />because crosswalks are hazardous on arterial streets. Mr. Miller said people <br />drive fast in the area and there is a danger to children who walk to and from <br />Fairfield School. Mr. Teitzel said Lane County will not contribute to the <br />cost of the improvement. He said the neighborhood organization was notified <br />of the hearing, but it did not respond. <br /> <br />Responding to a question from Ms. Schue, Mr. Teitzel said Royal Avenue is an <br />arterial; therefore, the percentage of property owners in favor of the <br />improvement is not a criteria. He said the improvement will increase the <br />safety of the entire community. <br /> <br />Mr. Hansen moved, seconded by Ms. Schue, to approve the <br />Hearings Official IS minutes and findings of April 29, 1986, <br />concerning paving of Royal Avenue from Candlelight to Terry <br />Street. <br /> <br />Answering a question from Ms. Wooten, Mr. Teitzel said probably the people <br />who own large frontage on Royal Avenue will oppose the project. <br /> <br />Roll call vote; the motion carried 6:1 with Councilors Hansen <br />Schue, Wooten, Bascom, Rutan, and Miller voting aye and <br />Mr. Holmer voting nay. <br /> <br />B. Improvement Petition (assessable costs: paving--$76,880; City <br />cost--$12l,516) <br /> <br />Res. No. 3974--A resolution authorizing paving, sidewalks, storm <br />sewers, and sanitary sewers on Royal Avenue from <br />Candlelight Drive to Terry Street (2183). <br /> <br />Mr. Hansen moved, seconded by Ms. Schue, to adopt the <br />resolution. Roll call vote; the motion carried 6:1 with <br />Councilors Hansen, Schue, Wooten, Bascom, Rutan, and Miller <br />voting aye, and Mr. Holmer voting nay. <br /> <br />VI.
