The annexation/rezoning request was initiated by the <br /> owners of the property. <br /> Mayor Obie opened the public hearing. <br /> There being no requests to testify, Mayor Obie closed the public hearing. <br /> Res. No. 3989--A resolution authorizing annexation of <br /> property north of River Avenue and east of <br /> River Road to the City of Eugene and the <br /> Lane County Metropolitan Wastewater Service <br /> District. <br /> Final Order No. AZ 86-3--A final order rezoning property <br /> located north of River Avenue and <br /> east of River Road from Lane <br /> County RA Residential District <br /> to City RA Suburban <br /> Residential District and C-2 <br /> General Commercial District. <br /> Mr. Hansen moved, seconded by Ms. Ehrman, to adopt the <br /> resolution and to approve Final Order Number AZ 86-3 <br /> concerning property located north of River Avenue and <br /> east of River Road. LCDC Periodic Review (memo, background information <br /> distributed) <br /> City Manager Micheal Gleason introduced discussion of the Land <br /> Conservation and Development Commission (LCDC) Periodic Review. Teresa <br /> Bishow gave the staff report. She said the Periodic Review is a process <br /> to ensure that local planning programs remain in conformance with the <br /> Statewide Planning Goals and Guidelines. She said the purpose of the <br /> public hearing is to hear testimony on the Final Periodic Review Order. <br /> She said the council received written testimony from Richard Gold, Al <br /> Urquhart, and Barbara Kelley. <br /> Mayor Obie opened the public hearing. <br /> Al Urquhart, 1820 01 i ve , said he must send the council much wri tten <br /> material to get it into the record. He said he disagrees with the finding <br /> in the Periodic Review that there have been no substantial changes in the <br /> Willamette riverfront area.
