He also said that he believed that 98 percent of the projects <br /> reflected in the CIP are staff-initiated, rather than legislatively <br /> i nit i a ted . He said that he thought these projects are staff-initiated, <br /> based on standards, and some of the projects may be irrelevant to the <br /> service needs of the community. He would like next year1s capital budget <br /> e committee to address the service needs of the community. <br /> Mr. Gleason explained that this year's process was not done the same as in <br /> previous years due to the loss of Federal Revenue Sharing monies which <br /> delayed the crp adoption. He said that changing the process will bring it <br /> back to a three-year wish list and adjust the timing of it so that the CIP <br /> will be adopted in front of the Executive Budget. Mr. McKinley said that <br /> the Budget Commi ttee wi 11 see the new crp in late November or early <br /> December, and the City Council will adopt the CIP in late January. <br /> Mr. Obie commented that there is a great deal of money allocated to the <br /> Hult Center. <br /> Mr. Gleason reported that two hearings are scheduled: one in front of the <br /> Budget Committee and one before the City Council.
