Eugene City Council <br /> City Council Chamber <br /> August 13, 1986 <br /> Noon <br /> COUNCILORS PRESENT: Richard Hansen, Debra Ehrman, Emily Schue, <br /> Cynthia Wooten (noon-l:27 p.m.), Freeman Holmer, <br /> Ruth Bascom, Roger Rutan, Jeff Miller. <br /> The adjourned meeting of August 11, 1986, of the City Council of Eugene, <br /> Oregon, was called to order by His Honor Mayor Brian B. Obie. <br /> I. ITEMS FROM COUNCIL, MAYOR, CITY MANAGER <br /> A. Trees Planted Along 6th and 7th Avenues <br /> Councilor Bascom said the trees planted by a contractor for the Oregon <br /> Department of Transportation (ODOT) with the City.s cooperation along 6th <br /> and 7th avenues between High and Washington streets have a disgraceful <br /> record of survival. She said the City was not responsible for planting <br /> . the trees but the City cooperated with ODOT. She sa i d an 80- to 90- <br /> percent survival should be expected from such plantings. However, on 6th <br /> Avenue between High and Pearl streets less than 50 percent of the trees <br /> have survived, between Pearl and Oak streets less than 27 percent of the <br /> trees have survived, between Olive and Charnelton streets, about 50 to 60 <br /> percent have survived, and none of the Hornbeans planted on 7th Avenue <br /> between Pearl and Oak streets survived. She said the trees did not get <br /> attention during the hot weather in June and July. She said the survival <br /> rate of the trees on some blocks farther west is better because people <br /> have planted flowers and taken care of the trees. <br /> Ms. Bascom said City officials should talk to the contractor now because <br /> the terms of the contract indicate the trees must be replaced with the <br /> same size or larger trees. She said the trees should have been growing <br /> for a year. She emphasized that the trees were chosen specifically to <br /> make that entrance to the city attractive. <br /> Ms. Bascom said additional trees will be planted along 6th and 7th avenues <br /> west of Washington and the requirements in the contract should be more <br /> specific than in the last contract. <br /> Mayor Obie asked Mr. Whitlow to investigate the matter and report to the <br /> councilors. <br /> . <br /> MINUTES--Eugene City Council August 13, 1986 Page 1 <br />
