MANAGEMENT OF SPECIAL HABITAT AREA OF WILLOW CREEK <br /> Assistant City Manager Dave Whitlow introduced the item. Planning <br /> Director Susan Brody gave the staff report. She said a portion of the <br /> Willow Creek Basin was identified in the Metropolitan Area General Plan as <br /> the habitat of several unique and rare species of plants. The Nature <br /> Conservancy manages the area and a "species protection" open burning of <br />. vegetation is necessary for scientific purposes and growth. She said the <br /> council passed an ordinance last year which granted permission to the <br /> Nature Conservancy to burn the habitat during a specific time period. The <br /> burn was not accomplished because of weather conditions. Consequently, it <br /> is necessary to burn the habi tat thi s year. She sa i d the propo sed <br /> ordinance contains a specific time period for the burn. <br /> CB 2901--An ordinance granting an exemption to the <br /> application of Eugene Code, 1971, section 6.200; <br /> and declaring an emergency. <br /> Mr. Hansen moved, seconded by Ms. Ehrman, that the bill <br /> be read the second time by council bill number only, with <br /> unanimous consent of the council, and that enactment be <br /> considered at this time.
