REPORT FROM METROPOLITAN AREA PLANNING ADVISORY COMMITTEE <br /> Jim Hale, chairperson of the Metropolitan Area Planning Advisory <br /> Committee (MAPAC), introduced Allen Yorty who discussed the committee. He <br /> said the size of MAPAC will be reduced from 21 to 15 members during the <br /> next year, MAPAC members will continue to comment on substantive land use <br /> issues, and MAPAC members will comment within 30 days on proposed Metro <br /> Plan amendments. He said MAPAC members are from Springfield, Lane County, <br /> and Eugene, and they share views and work out compromises that aid the <br /> elected officials. He said MAPAC members will be especially interested in <br /> the Alternative Area Growth Study; the review of the population, <br /> household, and employment projections to be used in the Metro Plan Update; <br /> and proposed Metro Plan amendments during the next year. <br /> Answering a question from Ms. Ehrman, Mr. Yorty said MAPAC members whose <br /> terms expire will not be replaced until the membership is reduced to 15. <br /> IV. DISCUSSION OF COUNCIL ACTION ON INITIATIVE PETITION ON NUCLEAR-FREE <br /> ZONE (memo distributed) <br /> Assistant City Manager Dave Whitlow introduced the item. City Recorder <br /> Ka ren Go 1 dman gave the staff report. She said she presented the <br /> . initiative petition to designate Eugene as a nuclear-free zone to the <br /> council on July 28, 1986, in accordance with the City Code. Mr. Holmer <br /> had requested that the discussion be postponed until today. She said the <br /> initiative petition will be placed on the November 4, 1986, ballot if the <br /> council does not adopt it as an ordinance. If the council adopts the <br /> initiative petition as an ordinance, the petition will not be placed on <br /> the November 4 ballot. She said the council could put another measure <br /> concerning a nuclear-free zone on the November 4 ballot but council action <br /> will have to be prior to the September 4 filing deadline. <br /> Answering a question from Mayor Obie, Ms. Goldman said the Lane County <br /> Commissioners placed another measure concerning a nuclear-free zone on <br /> the November 4 ballot. The Eugene voters will vote on that measure also. <br /> Mr. Holmer said the councilors should give the initiative petition careful <br /> consideration. He emphasized his personal concern about the arms race and <br /> the dangers of nuclear waste. He said the proliferation of nuclear arms <br /> is a major world-wide problem. He said he does not favor the resolution <br /> of international or interpersonal problems by violence. <br /> Mr. Holmer reviewed the options available to the council. He sa i d the <br /> initiative petition will not be printed on the November 4 ballot. On 1 y a <br /> lOO-word description of the petition will be on the ballot and not the <br /> full text of the measure.
