Ms, Bohman said staff intended <br /> to place signing indicating the location of public rest rooms and to cDntinue <br />e working with merchants to make rest rooms available to customers and if <br /> possible, to other users, She said the Downtown Commission had thoroughly <br /> discussed rest rooms and had determined that no location existed at present <br /> that wDuld fit with the design concept and would be cost efficient, She added <br /> that the Commission also had considered the use of vacant retail space as rest <br /> rooms but had not favored that idea, <br /> Mr, Miller asked about costs for furnishings, Ms, Bohman said about $9,000 of <br /> the cost for the play structure was for purchase of the structure, and the <br /> remainder was for demolition of the existing play structure, <br /> Ms. Wooten asked what percentage of the awnings was being paid for by the <br /> Downtown Commission program, Russ Brink of the Development Department said <br /> the program would participate up to one-half Df $120 per linear foot, <br /> Responding to Ms, Wooten's question, Ms. Bohman said electrical work without <br /> remodelling of the rest rooms would total about $80,000, <br /> Responding to Ms, Ehrman's question, Ms, Bohman said if the project was <br /> approved, design and construction documents would be refjned, and then bids <br /> would be sought and awarded by late November, with construction tD begin in <br /> about February, Ms. Bohman said item 16, traffic control and pedestrian <br /> protection, was for temporary lighting systems duri ng cDnstruction and <br /> additional costs to the contractor, She also said no public hearing had been <br /> held on the cost differences but added that the project had been addressed at <br /> public meetings in which comments were received. <br />e Mayor Obie noted that substantial differences had occurred between estimates <br /> and actual costs for the reopening of Willamette Street between 10th and 11th, <br /> and he asked whether that was expected to occur again, Mr, Gleason said the <br /> underground utilities and foundations had presented unexpected CDsts, <br /> Ms. Wooten asked whether the expansion of Urban Renewal boundaries were <br /> designed to increase funds to complete plans for the Downtown Commission. Mr, <br /> Farkas said a presentation on the Urban Renewal Update would be given <br /> Wednesday, He added that the Urban Renewal Update was not contingent on the <br /> Broadway project, which was based on an existing budget. <br /> Ms, Wooten asked whether the project was considered a design or thematic <br /> precedent for the balance of renovation of the mall. Mr. Farkas said the <br /> theme and the various activity zones were intended to be replicated along <br /> Broadway and in other retail areas in the downtown vicinity. Ms. WODten asked <br /> about tota 1 costs, timeframe, and whether it wa s wi se to cDnduct the <br /> renovation on a piecemeal basis, Mr. Farkas said he did not know what total <br /> costs would be, He said a numbeF of options existed for financing, including <br /> use Df a local improvement district. <br /> Ms, Ehrman asked whether the electrical work would be sufficient for the <br /> lighting system or would include extra capacity, Ms. Bohman said the proposal <br /> included additional outlets for vendors and would have additional capacity, <br />e MINUTES--Eugene City Council September 8, 1986 Page 10 <br />
