"Be a Brick" Campaign <br /> Ms. Bascom said the "Be a Brick" campaign to benefit the Hult Center has <br /> begun. She encouraged the other councilors to buy bricks. <br /> E. Rededication of George Owens Rose Garden <br /> Ms. Schue said the George Owens Rose Garden wi 11 be rededicated Sunday, <br /> September 21, at 1:30 p.m. She wi 11 attend and she invited the other <br /> councilors to join her. <br /> F. Discussion of Tests for Drugs <br /> Mr. Miller said a citizen speaking during the council's Public Forum recently <br /> suggested that councilors take one of the tests that may indicate the use or <br /> non-use of illegal drugs. Mr, Miller suggested the matter be placed on a <br /> council agenda. He said he does not support the suggestion because he does <br /> not think the tests are accurate and because requiring such tests may not be <br /> constitutional. He said he prefers efforts to curb drug abuse that are <br /> effective. <br /> Mayor Obie and the other councilors decided to discuss the issue during the <br /> November Council Goal Session. <br /> Mr. Hansen said drug abuse is a serious issue in the community. He asked the <br />e City Manager to give the councilors some suggestions for appropriate action. <br /> He said he supports the use of tests and will be glad to take one. <br /> G. Urban Renewal Area Expansion <br /> Mr. Hansen asked the staff to provide a Profit and Loss Statement to him from <br /> the Eugene Urban Renewal Agency as soon as possible. He said the council will <br /> be discussing expansion of the urban renewal area and he would like to know <br /> how much is pledged against the properties, what the pay-off schedule is, what <br /> the projection for increased property taxes is, what the income stream is, and <br /> what the income stream for other areas is before discussing the expansion. <br /> Ms. Ehrman said she will attend several of the public meetings at which the <br /> proposed expansion is discussed before the council considers the matter. <br /> H. Mayor's Invitational Fine Arts Exhibit <br /> Mayor Obie said a ceremony to open the Mayor's Invitational Fine Arts Exhibit <br /> will be held Friday, September 19.
