RELATED CITY POLICIES <br />The proposed Metro Plan text amendment would change existing policies, which now favor City <br />provision of all services within its UGB, to allow a special district to provide the County's public safety <br />services. Other current policies and restrictions on service districts would remain in effect. <br /> <br />COUNCIL OPTIONS <br />For the amendment to be effective, all three jurisdictions must adopt identical Metro Plan amendments, <br />so options are limited or must be negotiated with the other jurisdictions. Failure to agree will send the <br />amendments to the Metropolitan Policy Committee (MPC) for conflict resolution. Lane County <br />suggests that time is of the essence and requests immediate action. <br /> <br />Option 1 Direct the City Manager to prepare an ordinance approving the proposed Metro Plan text <br /> amendment pursuant to the Lane County proposed amended ordinance. <br /> <br />Option 2 Direct the City Manager to prepare an ordinance approving the proposed Metro Plan text <br /> with amended language to reflect the direction of the Eugene Planning Commission. <br /> <br />Option 3 Direct the City Manager to prepare an ordinance denying the proposed Metro Plan text <br /> amendment. <br /> <br />Option 4 Postpone action and request more information. <br /> <br />CITY MANAGER'S RECOMMENDATION <br />The City Manager recommends Option 1, that the council indicates approval of the Metro Plan text <br />amendments as proposed by the County. An ordinance containing the County's proposed amendments <br />will be crafted for future approval on a consent calendar. <br /> <br />The City Manager also recommends, through council direction to the City Manager, that the City of <br />Eugene take a positive leadership role with the other Metro partners in exploring new methods of <br />financing and providing services outside the pressures of individual proposals for Metro Plan <br />amendments. <br /> <br />SUGGESTED MOTIONS <br />Move to direct the City Manager to prepare an ordinance approving the proposed Metro Plan text <br />amendment pursuant to the Lane County proposed amended ordinance. <br /> <br />Move to direct the City Manager to comprehensively explore with the City of Springfield and Lane <br />County new methods of providing and financing government services. <br /> <br /> L:\CMO\2005 Council Agendas\M050523\S050523C.doc <br /> <br /> <br />
