Proclamation of November 4 Election Results <br /> Mayor Obie read the following proclamation: <br /> At a special City election duly and regularly held within the territorial <br /> limits and boundaries of the City of Eugene concurrently with the general <br /> election conducted by the Lane County Election Department on November 4, 1986, <br /> e the electors of the City of Eugene voted on the following measures and city <br /> offices to be filled: <br /> Measure 51: "Prohibits Specified Nuclear Weapons and Nuclear <br /> Power Activities in Eugene." <br /> Measure 52: "Route Approval for West Eugene Parkway." <br /> Council Ward 1: Emi ly Schue <br /> Council Ward 4: Robert D.
