APPROVAL OF CITY COUNCIL MINUTES OF SEPTEMBER 10, SEPTEMBER 24, AND <br />OCTOBER 27, 1986 <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, that the council <br />~ approve the minutes of the City Council meetings of September 10, <br />1986, September 24, 1986, and Octoper 27, 1986. Roll call vote; <br />the motion carried unanimously. The minutes of September 24 <br />and October 27 were approved 7:0. The minutes of September 10 <br />were approved 6:0:1 with Councilor Holmer abstaining because <br />he was not at the meeting. <br /> <br />XIII. APPLICATION FOR STATE OF OREGON PUBLIC WORKS INFRASTRUCTURE <br />GRANT/LOAN <br /> <br />City Manager Micheal Gleason introduced the item. Lee Beyer of the <br />Development Department gave the staff report. He said Major Properties, a <br />local developer, is interested in developing a motel, restaurant, and winery <br />complex off Interstate 5 near the Glenwood exit. He said a State program of <br />loans and grants would finance the public improvements necessary for the <br />complex and the City must apply for the funding. He said the City Manager <br />would apply for a 25 percent gran~ and a 75 percent loan if the council <br />approves the application. The amount of the grant, loan, and any additional <br />City costs would be passed on to the developer who could delay repayment for <br />two or three years. The interest on the loan would be about 5 percent. Mr. <br />Beyer discussed the process for considerating applications and said the City <br />may back out of the application process at any time. <br /> <br />Mr. Beyer said the City designed the proposed public improvements and asked <br />for bids in 1984. The project did not progress because there was no demand for <br />~ the improvements. <br /> <br />Mr. Beyer said the developer's ability to repay the loan will be evaluated <br />with the same process used for the Eugene Business Development Loan Program. <br /> <br />Mr. Holmer said support of existing businesses is very important and he <br />wondered if the motel/restaurant industry had been asked to comment on the <br />proposal. Mr. Beyer responded that the developer presented the project to the <br />Board of Directors of the Convention and Visitors Bureau which indicated the <br />project is a good one. He said the winery would be a unique asset. <br /> <br />Mr. Hansen said he has been told Oregon wines are going to gain in popularity <br />and the proposed development offers an economic opportunity. <br /> <br />Mr. Hansen moved, seconded by Ms. Ehrman, that the council <br />authorize the City Manager to submit an application for a <br />loan/grant to the State of Oregon.
