<br /> . <br /> M I NUT E S <br /> e Eugene City Council <br /> City Council Chamber <br /> December 15, 1986 <br /> 7:30 p.m. <br /> COUNCILORS PRESENT: Richard Hansen, Cynthia Wooten, Jeff Miller, <br /> Emily Schue, Roger Rutan, Ruth Bascom. <br /> COUNCILORS ABSENT: Debra Ehrman, Freeman Holmer. <br /> The adjourned meeting of December 10, 1986, of the Eugene City Council of <br /> Eugene, Oregon, was called to order by His Honor Mayor Brian B. Obie. <br /> I. PUBLIC HEARING: AIRPORT FINANCING <br /> City Manager Micheal Gleason introduced the item. Dave Whitlow gave the staff <br /> report. He said Mahlon Sweet Airport was completed in 1964. In 1972, the City <br /> Council authorized an airport master plan because it was apparent the facility <br /> would need to be expanded. The master plan was updated in 1979 when Eugene was <br /> no longer just a stop-over point for airline travel. Eugene had become an <br /> . origin and destination point. <br /> e Mr. Whitlow said the City and the Federal government have invested over $14 <br /> million in the airfield part of the airport since 1978. The improvements <br /> include access roads, runways, taxiways, a fire station and equipment, and jet <br /> parking. In addition, the Federal Aviation Administration (FAA) invested in <br /> new radar and navigational systems and a gO-foot control tower. <br /> Mr. Whitlow said now it is time to improve the airport terminal and parking <br /> facil ities. The $18.3 million proposal before the council will construct a <br /> new road circulation system, parking facilities, related infrastructure, and <br /> landscaping as well as a new terminal. He said two-thirds of the funding for <br /> the project has been identified. The FAA has committed $3.7 million and is <br /> expected to approve an additional $600,000, the State lottery program has <br /> provided $720,000, Lane County has allocated about $1.6 million, and the <br /> airlines have agreed to provide about $5.6 million. <br /> Mr. Whitlow said the Council Subcommittee on Airport Financing composed of <br /> Councilors Hansen, Ehrman, and Rutan recommended a project budget of $18.3 <br /> million for the expansion. They also recommended that private financing be <br /> sought for projects totaling $1.5 million and that the City's share of the <br /> project be financed with $1.1 million cash and revenues from Revenue-Backed <br /> General Obligation bonds. He said Eugeneans will vote on the bonds on March <br /> 31, 1987. The subcommittee recommended that the debt service on the bonds be <br /> paid with revenues from a property tax levy or by using capital budget funds <br /> and reducing the growth in the City's working capital.
