<br />v. CITY OF EUGENE EMERGENCY PLAN <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced the City's Emergency Plan. Risk <br />Manager Elizabeth Cherry reviewed the plan. Tim Birr of the Policet Fire and <br />Emergency Services discussed the roles of the mayor and City Councilors in an <br />emergency. He said the mayor and councilors will be a primary information <br />source for constituents. The mayort with the assistance of the councilt would <br />have to formally declare a State of Emergency if outside help is needed. <br /> <br />Mr. Holmer said the Emergency Plan should contain a reference to cooperation <br />with other governmental agencies. Mr. Gleason responded that the Parks and <br />Recreation Department is in charge of evacuation and transportation and the <br />school districts and Lane Transit District will supply the facilities. He <br />said the transportation procedures will be tested in the future. Mayor Obie <br />said he is concerned about when he and the councilors will be notified in a <br />community-wide emergency. He said he would expect to be notified of any <br />emergency and then he would decide about going to the site or the Operations <br />Center. He said he would want to participate in communications with the <br />public. <br /> <br />Mr. Holmer said the councilors should be notified after the mayor is notified <br />about any emergency which necessitates the activating of the Operations <br />Center. He said the emergency procedures should be tested. <br /> <br />Ms. Wooten said councilors should be notified even when an emergency is not <br />community-wide. She discussed an incident at Chef Francisco. <br /> <br />,- <br /> <br />Mr. Gleason discussed his experiences in emergencies and said usually the <br />first few hours are spent assessing the situation. He said it is not possible <br />to inform people until the assessment has resulted in some conclusions. He <br />said the mayor and councilors will be notified by telephonet the mas~ mediat <br />or courier when the Operations Center is activated. <br /> <br />Replying to a question from Ms. Ehrmant Mr. Gleason discussed the Federal <br />requirements for participation in preparedness plans for a nuclear disaster. <br />He said he does not think the requirements are reasonable and he instructed <br />the City staff to develop the City's own emergency plan. He said the council <br />may want to consider the decision. He said the public probably should be told <br />there is nothing that can be done if we are attacked with nuclear weapons <br />because the institutions could not provide such things as food and water. <br /> <br />Mr. Miller said the councilors should be notified if there is a potential for <br />an emergency. <br /> <br />Answering questions from Ms. Wooten about accidents with hazardous materialst <br />Mr. Birr said a State plan is being developed and a special team from Eugene <br />will be designated in the plan.
