<br />e <br /> <br />-- <br /> <br />- <br /> <br />Ms. Schue asked about a 20-year lease signed by the City Manager if a person <br />petitions the council to review the City Manager's decision. City Attorney <br />Keith Martin said the City would be bound by the lease but, during the appeal, <br />the council could direct the City Manager to act differently another time. <br />Mr. Martin said most of the processess are public. The appeal process <br />provides a way for a person to challenge the City Manager's decision before <br />court act ion. <br /> <br />Mr. Gleason said the council would not want to review each lease in the urban <br />renewal area. He said the appeal process provides a check on the City <br />Manager's decision-making delegation. <br /> <br />Mr. Holmer suggested Section 7 be deleted from the resolution. <br /> <br />Ms. Ehrman said she would like to retain Section 7 because council action <br />might avoid court action.
