<br />M I NUT E S <br /> <br />e <br /> <br />Eugene City Council <br />Council Chamber--City Hall <br /> <br />January 26, 1987 <br />7:30 p.m. <br /> <br />COUNCILORS PRESENT: Debra Ehrman, Freeman Holmer, Emily Schue, Cynthia <br />Wooten, Ruth Bascom, Roger Rutan, Jeff Miller, <br />Rob Bennett <br /> <br />The adjourned meeting of January 21, 1987, of the City Council of <br />Eugene, Oregon, was called to order by His Honor Mayor Brian B. Obie. <br /> <br />I. PUBLIC HEARING: PROPOSED TEST DIVERTER--5TH AVENUE AT <br />ALMADEN STREET <br /> <br />e <br /> <br />City Manager Micheal Gleason introduced consideration of a test diverter at <br />5th Avenue and Almaden Street. Nathan Duke of the Public Works Department <br />gave the staff report. He said the council is considering the appeal of a <br />Public Works Department administrative decision to delay installation of a <br />test diverter at 5th Avenue and Almaden Street until the Chambers Connector is <br />completed. The Chambers Connector probably will be completed in the summer of <br />1988. The appeal was filed by the co-chairs of the Whiteaker Community <br />Council Traffic Committee. <br /> <br />Mr. Duke reviewed requests in 1979 and 1984 for installation of a diverter at <br />5th Avenue and Alamaden Street. He said a diverter could not be installed in <br />1979 because of a railroad spur through the intersection. The railroad spur <br />will be removed during construction of the Chambers Connector. In 1979, a <br />test half-diverter was installed at 5th Avenue and Taylor Street. The results <br />of the half-diverter were not satisfactory and it was removed. In 1984, the <br />Chambers Connector Spillover Study Task Team considered the diverter issue and <br />recommended a "woonerf" or threshold at the intersection of 5th Avenue and <br />Almaden Street after the Chambers Connector is finished. Funds for the <br />"woonerf" are included in the Chambers Connector project. <br /> <br />Mr. Duke said the staff recommends installation of the diverter be delayed <br />because general circulation in the area is needed during the widening of 6th <br />and 7th avenues and the construction of the Chambers Connector, because access <br />is needed to businesses that abut the Chambers Connector, and because the <br />Police, Fire and Emergency Services Department has indicated that a diverter <br />would impair service to the area during construction of the Chambers Connector <br />and the widening of 6th and 7th avenues. <br /> <br />Mr. Duke said correspondence was distributed to the councilors from the Kamps, <br />1204 West 4th Avenue; Petersen Brothers, 6th Avenue and Blair Street, J1s <br />Color Center, 1906 West 6th Avenue; S.M.
