She said, <br />however, that the effects of a test diverter on 5th Avenue cannot be known <br />until construction in the area is completed. She will support the staff <br />recommendation. <br /> <br />Mr. Holmer said a solution to the problems is needed. He said he does not want <br />to take action now to authorize a test diverter when the Chambers Connector is <br />completed. <br /> <br />Ms. Schue wondered how much difference a diverter on 5th Avenue would make <br />during the summer months. She said last summer's increase of about 1,000 <br />vehicles a day was not much when compared to the traffic on 6th and 7th <br />avenues. Answering her question, Ms. Andersen said 5th Avenue will provide <br />access for emergency vehicles this summer if a diverter is not installed and <br />that was an important element in the staff recommendation. <br /> <br />Mr. Bennett said 5th Avenue should be maintained as a residential street. He <br />supports the staff recommendation with the hope that interim measures can <br />relieve some of the traffic congestion. Changes to the traffic signal at <br />Blair Street and added STOP signs might help. He said a commitment to <br />maintain residential streets in the area was implicit in approval of the <br />widening of 6th and 7th avenues. <br /> <br />Mr. Miller said people seem to be concerned about traffic this summer. He <br />said installation of a diverter this fall would assure both business owners <br />and residents that the City is concerned about their problems. <br /> <br />e <br /> <br />Ms. Ehrman moved, seconded by Mr. Holmer, to authorize <br />installation of a test diverter at 5th Avenue and Almaden <br />Street after the completion of the Chambers Connector, to <br />direct the staff to install at least a temporary STOP sign <br />at the 5th and Almaden intersection before the installation <br />of the test diverter, and to direct the staff to consider the <br />installation of NO THROUGH TRUCKS signs at the 5th Avenue and <br />Blair Street and the 5th Avenue and Chambers Street inter- <br />sections before the test diverter is installed. <br /> <br />Discussing the motion, Mayor Obie said its passage would direct the staff to <br />report to the council about STOP and NO THROUGH TRUCKS signs on 5th Avenue. <br /> <br />Ms. Wooten said she will oppose the motion because the experience of 5th <br />Avenue residents during the construction season is abominable and unfair. <br /> <br />Ms. Bascom said the direction in the motion should be flexible enough to <br />permit the staff to suggest other options if the specific instructions in the <br />motion are not appropriate. <br /> <br />Mayor Obie said the direction in the motion is that the staff should report to <br />the council about the specific changes in the motion. <br /> <br />Roll call vote; the vote was a tie, 4:4 with Councilors Ehrman, <br /> <br />e <br /> <br />MINUTES--Eugene City Council <br /> <br />January 26, 1987 <br /> <br />Page 7 <br />
