He suggested the council address the condominium <br />conversion ordinance first. <br /> <br />Mr. Bennett said the issue of supply and demand should be addressed when the <br />council considers housing issues. He said a tight rental market encourages <br />new construction. He said there has been very little new rental housing <br />constructed in Eugene since 1979 because there was no demand for it. He said <br />housing markets are cyclical. He emphasized that all the Planning <br />Commissioners agreed there are special category tenants who need special <br />benefits. He said the issue of public responsibility for social problems was <br />not addressed by the Planning Commission. <br /> <br />Ms. Schue said the existing ordinance was approved because elderly residents <br />of Patterson Tower did not want it converted to condominiums. She said some <br />of the 1980 issues remain. <br /> <br />Ms. Bascom suggested the council address the issues in condominium conversions <br />before considering broader issues of tenant protection. <br /> <br />Mr. Gaydos said the the comparable housing issue might face the councilors <br />when they consider condemning a building which might result in displacing <br />people. <br /> <br />Mr. Gleason suggested the council proceed cautiously in considering tenant <br />protections. He said discussions during consideration of the condominium <br />conversion ordinance will indicate if the council wants to consider the <br />broader issue of tenant protections. If so, the council coul d remand the <br />issue to the Planning Commission for a recommendation. Ms. Brody added that <br />the Planning Commission is considering the addition of housing issues to its <br />work program. <br /> <br />Answering a question from Mr. Miller, Ms. Brody said the Planning Commission <br />recommendation does not dramatically change the tenant protections. <br />Alternate housing must be provided for special category tenants. Comparable <br />housing and lifetime leases are the issues that must still be addressed by the <br />council. <br /> <br />Mayor Obie said he is not interested in addressing the issue of protections <br />for all special category tenants.
