<br />Q. Elevator in 5th Street Public Market <br /> <br />e <br /> <br />Mayor Obie reported that City regulations require an elevator in the Fifth <br />Street Public Market. He said he wanted the council to be aware that he has <br />applied for a Federal loan to finance the elevator and the loan application is <br />processed by the City. The City does not make a recommendation about the <br />loans. He asked that if any councilor had a concern to let him know. <br /> <br />R. Boy Scout Tour of City Hall <br /> <br />Mayor Obie said two Boy Scout troops toured City Hall recently. He said they <br />asked about security at City Hall and if the Mayor has a chauffeur. <br /> <br />Mayor Obie asked Mr. Gleason to prepare a memo concerning security precautions <br />in the Council Chamber. <br /> <br />Mayor Obie recessed the meeting at 7:45 p.m. and reconvened it about 7:50 p.m. <br /> <br />S. Council Subcommittee on Committees <br /> <br />Ms. Ehrman said the Council Subcommittee on Committees discussed whether the <br />terms of councilors on commissions, boards, and committees should be limited. <br />Mr. Holmer said the issues involve balancing the need for continuity and the <br />need for fresh input. <br /> <br />e <br /> <br />The councilors discussed the issue. Mr. Rutan said changes in councilors' <br />assignments should be considered but changes should not be mandated. Mr. <br />Miller said he agrees with Mr. Rutan. Ms. Bascom said she raised the issue <br />because she thought she could contribute to the Joint Parks Committee because <br />of her previous experience. She said it is inconsistent for the council to <br />limit the terms for which citizens can serve on advisory groups and not limit <br />councilorsl terms. Ms. Schue said experience and contacts are valuable. For <br />example, she has learned much as the councilor representative for several <br />years to the Lane Council of Governments. <br /> <br />Mayor Obie said he supports continuing the current practice to be sensitive to <br />each other1s concerns. He said some people have served as alternates for <br />several years. <br /> <br />T. Crime Action Task Force Final Report <br /> <br />Mayor Obie said the council will consider the final report of the Crime Action <br />Task Force on February 11, 1987. He said the task force filled a critical need <br />in the community. He favors acceptance of the report and formation of a crime <br />action committee to work with the Police, Fire and Emergency Services <br />Department on citizen problems. He asked the councilors for their opinions. <br /> <br />Mr. Miller said many creative aspects of the task forcels report address <br />social service activities. He suggested formation of an advisory committee to <br />work with the council as well as the Police Division.
