He said the issue <br />had been proceeding for four years, and decisions now were being made. He <br />said commissioners had assumed that councilors received the minutes, and he <br />suggested working with staff to make sure documentation was provided to the <br />council. <br /> <br />Ms. Ehrman noted that the Ci ty Council in October 1984 had approved the <br />Downtown Plan but had deleted the phrase about consideration of further <br />openi n9 of Will amette Street between 8th and 10th Avenues. She said it <br />appeared that the Downtown Commission had paid no attention to the deletion, <br />and she asked how the commission had interpreted the action. Community <br />Development Manager Elaine Stewart said the work program presented to the <br />council with the Urban Renewal Update strategy had reintroduced access and <br />circulation and specifically had cited the reopening of Willamette Street. <br /> <br />Mayor Obie said he thought both groups should discuss ways to improve <br />communication.
