APPROVAL OF FEBRUARY 17, 1987, LEGISLATIVE SUBCOMMITTEE MINUTES

e

Discussing a correction in the first paragraph on page 5 of the February 17,
1987, Legislative Subcommittee minutes, Mr. Rutan said the Federal
legislation that includes the Mahlon Sweet Airport expansion expires in
September 1987. Therefore, the airport issue to be discussed in Washington
involves the City's desire to work with the Federal Legislative delegation to
get the current legislation continued without interruption. He said
continuation of the legislation could mean as much as $1 million to Eugene.
He said the City has received $4.7 million from the fund for the Mahlon Sweet
Airport and half of the $4.7 million is from enplanement funds. Enplanement
funds are based on the number of passengers using the airport. He said the
City has also received discretionary money from the fund. In the past, there
has been a gap between the expiration of the legislation and its resumption.

Ms. Ehrman moved, seconded by Ms. Schue, to approve the
February 17, 1987, Legislative Subcommittee minutes
subject to the following correction to the first
paragraph on page 5 (material in parentheses should be
deleted and underlined material should be added):

Mr. Rutan said that the (allocation of the airport trust
fund based on enplanements would be the better alternative)
timely continuation of this legislation and program
could yield very good results for Eugene.

Roll call vote; the motion carried unanimously, 7:0.

XI. SUPER COLLIDER PROJECT

Mayor Obie said the super collider project is very important to the University
of Oregon. He said he would like to support the project because University of
Oregon Vice President John Mosely has asked him to participate in meetings in
Washington, D.C. However, the minutes of the Council legislative Subcommittee
are not clear about support for the super collider project.

Ms. Wooten said Legislative Subcommittee members did not object to support for
the super collider project. They simply did not want to spend much time in
Washington on it.

Ms. Schue agreed with Ms. Wooten. She said subcommittee members knew other
people and organizations were working on the super collider and thought the
City should support those people and organizations.

e

MINUTES--Eugene City Council

February 23, 1987

Page 10
