Provide (as much property) approximately 200 acres between Awbrey and Meadowview Lanes as is necessary to: a) ensure efficient access to both the Southern Pacific and Burlington Northern railroads; and b) to provide (for large) a minimum parcel (sizes) size. On the question of parcel size, Ms. Brody said large parcels are difficult to market and small parcels will be difficult to justify to the Land Conservation and Development Commission. Replying to questions from Ms. Bascom, Mr. Rutan said the sludge treatment site is adjacent to the Awbrey/Meadowview site. The amendment carried 6:2 with Councilors Holmer, Schue, Bascom, Miller, Rutan, and Bennett voting aye and Councilors Ehrman and Wooten voting nay. Replying to a question from Ms. Bascom, Ms. Brody said the amendment could be processed by the council and then referred to Springfield officials. She suggested the council wait to see what Springfield officials would like to do about the Natron site. Ms. Bascom said she would like it understood that Springfield officials will be consulted before the council takes final action on the amendment. It The motion carried 5:3 with Councilors Holmer, Bascom, Miller, Rutan, and Bennett voting aye and Councilors Schue, Wooten, and Ehrman voting nay. Responding to a question from Ms. Brody, several councilors said they would like to see the proposed amendment before a public hearing on it is scheduled. Ms. Bascom said she would like to review the performance criteria. Mr. Gleason said either the budget or the Planning Department's work program may have to be adjusted to include work on the proposed amendment.
